REQUEST FOR PROPOSALS MILLBOURNE BOROUGH, DELAWARE COUNTY, PA MINI-MUNICIPAL PARK, RECREATION, AND OPEN SPACE PLAN (MINIPROS) Millbourne Borough is seeking a qualified consultant to lead a Borough Advisory Committee, and prepare a Mini-Municipal Park, Recreation, and Open Space (Mini-PROS) plan to prioritize annual capital improvements and provide guidance for management and maintenance of parks, trails, open spaces, and program management. The consultant team shall have at least one member who is a certified parks and recreation practitioner (CPRP), or a member who is certified by the American Institute of Certified Planners, with a minimum of five (5) years of experience in municipal park operation and open space planning. The plan will serve to inventory the existing facilities in Millbourne Borough, provide analysis of operations and maintenance practices, and engage the public in the planning process. Plan outcomes should aim to recommend ways to improve maintenance capacity, standardize sustainable practices, and provide costs for key improvements related to department structures, staffing, and capital improvements. The goal of this project is to develop a community supported plan that provides guidance for development, management, and maintenance of our park and recreation facilities and programs. This plan should be specific and implementable. The plan will be funded in part by a grant awarded in 2022 from Delaware County Greenways Municipal Grant Program administered by Delaware County Planning Department. Proposals will be received by Christine M.T. Mason, Manager, Millbourne Borough, Delaware County, PA by electronic submission no later than Tuesday February 14, 2023 at 2:00 PM at manager@millbournebough.org with a copy to the Borough Engineer at hem@hemenginc.com. The subject field in emailed submissions shall state âMillbourne Mini-PROS Proposalâ?, and it shall also state the consultantâs name or associated company name. Proposals received after the established deadline will not be considered for award.
