ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN that Malvern Borough will receive bids online for the 2023 Malvern Borough Paving Program for First Avenue and Miner Street. Sealed bids shall be submitted and updated online via the PennBid™ Program until 10:00 A.M. prevailing time, Friday, March 3, 2023 at which time they will be opened and posted on PennBid™. Contract documents and solicitation details are available at no cost at PennBid™ – www.PennBid.net. A Certified Check or Bid Bond drawn to the order of the Malvern Borough in the amount equal to Ten percent (10%) of the amount of the Bid must be submitted with the proposal as Bid security. The First Avenue portion involves, but is not limited to: road milling and delivery / placement of Superpave Warm Mix Asphalt Wearing Course, 9.5 mm mix, 2-inch compacted depth for First Ave. (full width – estimated at 3,670 square yards), including base repair, speed bumps, and asphalt curb. The Miner Street portion involves, but is not limited to: road milling and delivery / placement of Superpave Warm Mix Asphalt Wearing Course, 9.5 mm mix, 2-inch compacted depth for Miner St. (full width – estimated at 1,022 square yards), including base repair, and asphalt curb. A non-mandatory pre-bid meeting will be held on Wednesday, February 22, 2023 at 10:00 A.M. prevailing time via a conference call. Details for the call-in number will be posted on PennBid™ – www.PennBid.net 48-hours prior to the pre-bid meeting and also available by contacting the Malvern Borough Municipal office. Attendance at the pre-bid conference is strongly recommended. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Labor and Materials Bond with an eighteen (18) month warranty within ten (10) days of the bid award, executed by a surety authorized to conduct business in the Commonwealth of Pennsylvania. This work is anticipated to be below the thresholds as established by the Pennsylvania Prevailing Wage Act for use of prevailing minimum wage rates. Bidders are advised that they must comply with all State anti-kickback regulations pertaining to work associated with this project. Malvern Borough hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest responsive, responsible Bidder. Except as otherwise provided by law, no Bidder may withdraw his Bid within sixty (60) consecutive calendar days after the actual date of opening thereof.
