ADVERTISEMENT FOR BIDS SEALED BIDS WILL BE RECEIVED AND CONSIDERED BY DELAWARE COUNTY HOUSING AUTHORITY (DCHA) Due: Friday, March 10, 2023 – 2:00 PM Via PennbidFor: Window Replacements at Delaware County Housing Authority Kinder Park Apartments, Constitution Avenue, Woodlyn, PA 19094 (Ridley Township) The project will be awarded under Two Prime Contracts: Package A – Building 1 and 2 Package B – Building 3 A Pre-Bid Meeting on-site will be occur on Thursday, February 23, 2023 at 10:00 AM Plans, specifications, information for bidders and forms for proposals are available at no cost on PennBid. Bids must be submitted electronically via the PennBid Program on forms furnished by the Owner and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least five percent (5%) of the total price bid made payable to the Owner. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. The Bidder’s attention is called to the fact that this project is governed by U.S. Department of Housing and Urban Development (HUD) Regulations as noted in the Bid Documents, including the requirement that all wages paid are consistent with the Federal Davis Bacon wage structure. The work to be performed under this contract is subject to the requirements of Section 3 of HUD Act of 1968, as amended, 12 U.S.C. 170lu (Section 3) and 24 CFR Part 75. It should also be noted that there is a requirement to make best efforts to provide employment and training opportunities to Section 3 Workers in accordance with DCHA’s Section 3 plan, which is part of the Bid Documents. Award of Contract will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities. DCT: Feb. 14, 21. a-1
