Bidders shall refer to provisions of the Federal and State statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of the public natural resources that affect the project; said statement of provisions being submitted, as part of the specifications, pursuant to Section 3301 of the Pennsylvania Commonwealth Procurement Code, 62 Pa.C.S. § 3301. Bids shall conform to all requirements as more fully set forth in the Bid Documents, including, inter alia, compliance with all applicable laws and regulations. The Avon Grove School District is requesting bids to be made ânet of insuranceâ? and will award the contract to the lowest responsible bidder ânet of insurance,â? all as more thoroughly described in the Contract Documents. Under this approach, Contractors and Subcontractors must remove the cost of Owner-provided insurance from the Base Bid price. The lowest responsible Bidder will be determined on a ânet of insuranceâ? basis. In other words, the Base Bid is to be identified by the Contractor excluding costs and expenses for General Liability, Workersâ Compensation, Umbrella/Excess Liability and Builderâs Risk Insurance as delineated in the Contract Documents. Alternate Bids and Unit Prices are also to be set forth excluding cost for such insurance. The Owner will select which alternates it desires and will determine the low bidder based upon the bids without insurance being provided by the Contractor. The Owner reserves the right to reject any or all proposals or any part thereof or items therein and to waive technicalities as it deems best to protect its interest.
