ADVERTISEMENT FOR BIDS The Avon Grove School District will receive sealed bids for the Avon Grove High School to Middle School Conversion Project located in London Grove Township, Chester County. Bids for all contracts shall be delivered to Dan Carsley, Director of Business Administration, no later than 3:30 PM prevailing time on Tuesday, May 11, 2021, to the Avon Grove High School, 257 State Road, West Grove, PA 19390, at which time bids will be publicly opened and read. There will be a MANDATORY pre-bid conference for ALL contracts held in the aforementioned Avon Grove High School at 3:30 PM prevailing time on Wednesday April 21, 2021. Attendance of all Prime Contract Bidders is mandatory. Construction will be bid for the following Prime Contracts: Contract No. 1: General Construction Contract No. 2: HVAC Construction Contract No. 3: Electrical Construction Contract No. 4: Plumbing Construction The Project Architect is KCBA Architects, 8 E. Bid documents will also be available at the following locations: Altoona Builders Exchange: www.altoonabx.comThe Blue Book Network: Construction Journal: ConstructConnect: Dodge Data & Analytics: Builders Exchange: Northeast Pennsylvania Contractors Association (NEPCA): This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry. Bidders shall refer to provisions of the Federal and State statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of the public natural resources that affect the project; said statement of provisions being submitted, as part of the specifications, pursuant to Section 3301 of the Pennsylvania Commonwealth Procurement Code, 62 Pa.C.S. § 3301. Bids shall conform to all requirements as more fully set forth in the Bid Documents, including, inter alia, compliance with all applicable laws and regulations. The Avon Grove School District is requesting bids to be made “net of insuranceâ€? and will award the contract to the lowest responsible bidder “net of insurance,â€? all as more thoroughly described in the Contract Documents. Under this approach, Contractors and Subcontractors must remove the cost of Owner-provided insurance from the Base Bid price. The lowest responsible Bidder will be determined on a “net of insuranceâ€? basis. In other words, the Base Bid is to be identified by the Contractor excluding costs and expenses for General Liability, Workers’ Compensation, Umbrella/Excess Liability and Builder’s Risk Insurance as delineated in the Contract Documents. Alternate Bids and Unit Prices are also to be set forth excluding cost for such insurance. The Owner will select which alternates it desires and will determine the low bidder based upon the bids without insurance being provided by the Contractor. The Owner reserves the right to reject any or all proposals or any part thereof or items therein and to waive technicalities as it deems best to protect its interest.
