Prime Mechanical & Electrical Construction Contract
Project: Capital Fund Project
The Housing Authority of Montour County will receive sealed bids from bona fide Mechanical & Electrical Construction contract bidders for the following construction work:
Replacement of the existing boiler for the Mid-Rise facility. Work includes removal of all components associated with the existing boiler and providing and installing new units complete with all ducting, conduit, piping, electronics, controls, etc. Removal of the existing boiler room ceiling and installation of a new gypsum board ceiling is also included.
The Housing Authority of Montour County will receive sealed bid proposals from bona fide contract bidders until 3:30 P.M., prevailing time, Thursday, July 29, 2021 at their office located at One Beaver Place, Danville, Pennsylvania. Proposals received after that time will not be accepted. Proposals will be opened publicly and read aloud at 4:30 P.M., prevailing time that same day at a Board Meeting of the Authority
The proposed contract documents may be examined at the office of the Housing Authority and the Architect.
Bona fide contract bidders may secure copies of the bid documents from the Architect on the following basis:
1. One electronic set (PDF) of Drawings and Specifications upon request by Prime Bidders only at no charge.
A certified check or bank draft, payable to the Housing Authority of Montour County, U.S. Government Bonds, or a satisfactory Bid Bond, executed by the bidder and acceptable surety (Treasury Listed) to the Housing Authority in an amount equal to ten (10%) percent of the Base Bid is required to be submitted with the sealed bid proposal. If a bid guarantee is not received, the Housing Authority will reject the bid proposal.
The successful bidder will be required to furnish and pay for a satisfactory Performance and Labor & Material Payment Bond, each in an amount equal to one-hundred (100%) percent of the contract price. Surety must be listed on the current U.S. Treasury Circular No. 570. A one year Maintenance Bond will also be required from the successful bidder. Costs for all bonds is the responsibility of the contractor and shall be included as part of the submitted Base Bid.
Attention is called to the provision for equal employment opportunity and the compliance with Section 3 Regulations (employment opportunities for low-income persons in HUD-Funded construction and modernization projects) and the payment of not less than the wages set forth in the Specifications.
A Non-Mandatory Pre-bid Conference: pre-bid conference will be held at 2:00 P.M., prevailing time, Thursday, July 22, 2021 at the Housing Authority office,102 Beaver Place, Danville, PA Although the pre-bid meeting is not mandatory, prime bidders are encouraged to attend.
No bids shall be withdrawn for a period of sixty (60) calendar days subsequent to the opening date of the bids without the written consent of the Housing Authority.
The Housing Authority of Montour County reserves the right to reject any or all bids and to waive any information informalities in bids.
