NOTICE INVITING SEALED BIDS

“PINE TREE PARK IMPROVEMENTS PROJECT, CIP NO. 20087”

CITY OF TUSTIN, California, as AGENCY, is accepting SEALED PROPOSALS for the above project subject to all conditions outlined in the Bid Package. The work consists of new landscaping, updating irrigation, playground installation and a series of ADA improvements. The ADA improvements include those items that pertain to the play equipment as well as the walking paths and seating areas in and around the park. Project schedule: 110 Working Days for construction and 90 Calendar Days for the maintenance period. Construction cost estimate: $1,988,611.

Site Walk-Through / Visitations – The site will be open for self-guide inspections on March 22, & 23, 2022 between the hours of 10:00 A.M. and 2:00 P.M. for bidders to make a thorough inspection and evaluation of the existing site conditions and surrounding area in compliance with the Proposal Provision stipulated in Section C, Proposal.

An electronic copy of the Bid Package (including plans, specifications and proposal) is available through OpenGov (formerly ProcureNow).

Bid Opening: Tuesday, April 12, 2022 at 10:00 A.M.

Sealed bids will be received through OpenGov, online electronic bidding system and original signed and sealed bond at the Office of the City Clerk during normal business hours prior to the Bid Opening at the Office of the City Clerk, 300 Centennial Way, Tustin, California 92780. Bids will be publicly opened at the Bid Opening time stated on OpenGov.

This is a Davis-Bacon project and the Federal Regulations will be enforced. Any contract entered into pursuant to this notice will incorporate the provisions of the Federal Labor Standards, which are on file at the office of the City Engineer, 300 Centennial Way, Tustin, CA 92780. Attention is directed to the Federal minimum wage rate requirements in the Special Provisions. If there is a difference between the minimum wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractor shall pay not less than the higher wage rate. The City will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes “helper” (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question.

Contractor shall possess a valid California Contractor’s License, in the classification of “A”. General Prevailing Rate of Wages applicable to the work to be done will be required. Each bid shall be accompanied by Bid Security in the form of a cashier’s check, certified check or bid bond in the amount of ten percent (10%) of the total bid amount.
