Notice of Request for Proposals

Boundary / Topographic Survey and

Subsurface Utility Engineering (SUE) Services

Market Square Plaza – Harrisburg, PA

Harrisburg Young Professionals (HYP) is seeking a qualified firm to perform a Boundary and Topographic survey along with SUE services for the Market Square Plaza area in the City of Harrisburg (City), Dauphin County, PA. PROJECT SCOPE

The project is located at the intersection of 2nd Street and Market Street in the City with the limits of work defined on Exhibit A (attached – hereafter the “Project Area”). The selected firm will provide boundary and topographic survey services as well as SUE at Quality Level B (as defined in CI/ASCE 38-02).

GENERAL INFORMATION

1. Project coordination will be handled through HYP.

2. The consultant will complete all coordination with the utility companies.

3. Provide all traffic control and maintenance of vehicular and pedestrian traffic operations as required by PennDOT Pub 212 and 213 and the Manual of Uniform Traffic Control Devices (MUTCD) and City ordinances / requirements.

4. Utility companies may require a non-disclosure agreement to release their plans. The scope of work is to include all fees associated with these non-disclosure agreements.

GENERAL WORK

A pre-proposal meeting will not be held. It is expected that firms preparing a proposal will visit the site to become thoroughly acquainted with local conditions relative to the prosecution of the work required by the Contract, such as working conditions, transportation, access to test pit locations, etc. Failure to make such inspection will not relieve the successful bidder of their responsibility for properly estimating the cost to satisfactorily perform the work required by the Contract Documents within the time set forth in the Contract Agreement.

Responses to questions and addenda, if necessary, will be sent to all bidders by noon on October 8, 2021.

ANTICIPATED SCHEDULE

Proposals Due – October 12, 2021

Notice to Proceed (NTP) – Anticipated October 26, 2021

Completion of Work – Within thirty (30) calendar days of NTP

TERMS OF PAYMENT

The selected firm will be required to enter into a written Professional Services Contract Agreement with HYP, which will incorporate the information contained in this proposal. The Consultant will agree to a

, which shall include all costs associated with the services outlined herein. The consultant will submit an invoice upon satisfactory completion of the work. Payment will be made within thirty (30) days of receipt of an approved invoice.

Proposals must be received no later than 1:00 PM Prevailing Time, October 12th, 2021.
Plainly note in the subject line (if emailed) or mark the envelope (if mailed) with the Bidder’s name and address along with “Market Square Plaza Survey and SUE Proposal”. HYP reserves the right to reject all proposals submitted, to cancel the solicitations requested under this notice, and/or re-advertise solicitation for these services. The proposal as made will be deemed an offer which may be accepted by HYP at any time within thirty (60) days after bids are opened. When the proposal has been accepted by HYP, a Contract Agreement will be executed by HYP and the successful bidder shall be the “Contractor”. No other Contract Documents will be executed by HYP.
