NOTICE Sealed bids will be received by Durham Township at the Township Municipal Office, 215 Old Furnace Road, P.O. Box 4 Durham, PA 18039 until 11:00 AM, prevailing time, on March 26, 2021, at which time they will be publicly opened and read for the construction of: Durham Township Historic Mill Window Restoration Project Contract No. D2021-1 All envelopes containing proposals shall be clearly marked “Bid Proposal, Durham Township Historic Mill Window Restoration Project.” This project involves window, sash, and frame repair and/or restoration located within the Historic Durham Grist Mill and the neighboring Warehouse; replacement of the distribution beam in the Mill; and the creation of a viewing area of the mill wheel. On March 12, 2021, the bid packet for this project containing plans, specifications, instructions to bidders, and forms for proposals will be on file, open to public inspection, and available for purchase by prospective bidders at the Township Municipal Office. The non-refundable cost of reproduction and handling will be $15.00 per packet. Mail requests for a packet will be an additional $5.00. All checks shall be made payable to Durham Township. Questions should be directed to Danielle Cox, Township Administrator at 610-346-8911. Each bid shall be submitted in accordance with the instructions to Bidders; on the forms furnished by the Township; and accompanied by a certified check or bid bond issued by a surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least five percent (5%) of the total price bid, and payable to Durham Township. Bids must be submitted unconditionally. This project is subject to provisions of Act 422 of 1961, as amended (Pennsylvania Prevailing Wage Act) and the prevailing minimum wage rates issued by the PA Department of Labor and Industry. The successful Bidder will be required to furnish and pay for a Performance Bond and for a Payment Bond , each in the amount of one hundred percent (100%) of the Contract Price, and a Maintenance Bond, (in the amount of fifteen percent (15%) of the Contract Price, to be in effect for a period of 12 months), from a surety approved by the Township. All contractors and subcontractors must be in compliance with the Public Works Employment Verification Act. In addition, proof of previous experience with this type of work will be required. The accepted bid will be awarded by the Durham Township Board of Supervisors at a subsequent public meeting. The Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality or irregularity in the bids, and exercise its judgment as to the comparative merit of the products and services offered. Award of the contract, if awarded, will be to the lowest responsible and responsive bidder. Bids may be held by the Township for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the Contract.
