NOTICE TO BIDDERS, CONTRACTORS AND THE PUBLIC
THE TOWN COUNCIL of the TOWN OF KOUTS, INDIANA
2021 STREET REPAIR AND RESURFACING
Notice is hereby given that sealed bids, endorsed as bids, for the following improvements: MILLING, PATCHING, PAVING CERTAIN STREETS
will be received by the Town Council, of the Town of Kouts, Indiana at their office in the Town Hall, 210 S. Main Street, Kouts, Indiana, until 2:00 PM (local time) on the 10th day of February, 2021, at which time said bids will be publicly opened and read aloud. Any bids received later than the above time will be returned unopened. In light of the Covid pandemic a pre-bid conference will not be held. The Engineer will respond to questions about the bid package by email, (firstname.lastname@example.org), Questions shall be submitted no later than 4:00 pm, February 8th.
The work shall be performed in full accordance with the Specifications now on file in the office of said Town Council. The funding source used for the described work is Community Crossings. As such, the contractor is expected to provide all required documentation associated with this source. All bids shall be unit price bids. The contract will be awarded to the most responsive and responsible bidder on the basis of the lowest bid price submitted by a qualified bidder in the manner and with the supplemental documents and affidavits prescribed. Bids shall be executed in the standard Proposal Form and shall be accompanied by a non-collusion affidavit as required under the Statutes of the State of Indiana. Each proposal shall also be accompanied by forms prescribed by the Indiana State Board of Accounts and by an acceptable certified, cashiers check or bid bond, in amount not less than ten percent (10%) of the TOTAL bid, but not less than $100.00, and made payable to the Town Council of the Town of Kouts, Indiana.
The Contractor to whom the work is awarded will be required to furnish a surety bond acceptable to the Town Council in an amount equal to one hundred percent (100%) of the contract price. Each bidder shall be prepared to enter into a construction contract, furnish surety bond, and to commence the work when weather permits in accordance with the provisions of the Instructions to Bidders and the Specifications, in the event that the award of the Construction Contract is made to him. Upon the completion of the construction and the final acceptance of the same, the successful Bidder shall be required to furnish a maintenance bond, conditioned to guarantee the construction for a period of one (1) year.
No bidder may withdraw his proposal within a period of sixty (60) days following the date as established herein for receiving formal bids. The Town Council reserves the right to hold any and all bids for a period of not to exceed sixty (60) days; said bids to remain in full force and effect during said period. Specifications for the work, including the General Conditions, Instructions to Bidders, and Special Requirements are on file in the office of the Town Council at the address given above. Copies of the Specifications may be obtained at the Office of the Clerk Treasurer at the Kouts Town Hall, 210 South Main Street, at no charge.
The Town Council reserves the right to reject any and all bids and to waive informalities in bidding.
