NOTICE TO BIDDERS

HOMERLEE AVENUE RECONSTRUCTION

148TH STREET TO 151ST STREET

CITY OF EAST CHICAGO, INDIANA

THE BOARD OF PUBLIC WORKS, City of East Chicago, Indiana will receive sealed bids for the Homerlee Avenue Reconstruction Improvement in East Chicago, Indiana, all in accordance with the Contract Documents, Construction Schedule, and Specifications. Bids will be received until 4:00 PM, local time, on Wednesday, March 24, 2021, at the City Engineers office, second floor, 4525 Indianapolis Blvd., East Chicago, IN 46312, and then will be publicly opened and read aloud at 4:30 p.m. (local time), in the City Hall Council Chambers located at 4525 Indianapolis Blvd., East Chicago, IN 46312. Any bids received later than the above time will be returned unopened.

DESCRIPTION OF WORK. This work will include but not limited to the reconstruction of the pavement, concrete sidewalks, storm and sanitary sewers, concrete curb and gutters and water main, water service lines and the installation of IT conduits and handholes. All areas disturbed will be restored with top soil and sodding, nursery and all incidental and collateral work on Homerlee Avenue from 148th Street to 151st Street, East Chicago Indiana.

COMPLETION OF WORK. The work shall be completed by October 31, 2021

MANDATORY PRE-BID MEETING for the Homerlee Avenue Reconstruction Improvement will be held on March 17, 2021 at 11:00 a.m. local time meeting located at the City Hall Council Chambers located at 4525 Indianapolis Blvd., East Chicago, IN 46312

BID DOCUMENTS. Electronic files containing copies of the Plans, Specifications and Plan Documents may be obtained from William Allen, City Engineer, City of East Chicago, contact William Allen at (219) 391-8355, Email: WAllen@eastchicago.com.

The Proposal must be made on the forms provided in the Contract Documents. The Bidder (proposer) must supply all the information required by the bid proposal form.

BID SECURITY. Each bid shall be accompanied by a cashier’s or certified check, drawn on an acceptable bank, or an acceptable bidder’s bond, in an amount not less than ten percent (10%) of the total amount of the bid, payable to the City of East Chicago, Indiana.

BONDS The bidder to whom a contract for work is awarded will be required to furnish a Performance Bond and Payment Bond executed on the specified forms and acceptable to the City, in the amount of one hundred percent (100%) of the Contract Amount.

INDIANA REQUIREMENT. Standard Questionnaire Form 96 (Revised 2013) which includes a non-collusion affidavit.

Liquidated damages for delay will be as provided in the Bid Proposal.

Work hours will be as provided in the Special Provisions.

Partial payment will be made monthly based on an approved payment requisition.

All Bidders must be properly licensed in the City of East Chicago at the time bids are received.

The Prime Contractor shall be INDOT prequalified for an amount greater than the value of the bid in any combination of Categories A(a), B(a), C(a), C(b), E(b), E(e), E(f), E(h), E(r) and 0188. When a subcontractor is utilized to complete work items, the subcontractor shall have respective INDOT prequalification for an amount greater than the value of the work items to be performed.

Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform with the antidiscrimination provisions of IC 5-1 6-6. An Affirmative Action Statement must be submitted at time of bid.

The Contractor and all subcontractors will be required to comply with required State regulations including E-Verify, and East Chicago City Ordinances 05-0019, the Equal Opportunity Ordinance Amendment, and 05-0020, the Local Hiring Ordinance.

The City of East Chicago, Indiana, reserves the right to reject any and all proposals or parts there-of and to waive all responsibility for irregularities in bids. Bids may be held by the City of East Chicago, Indiana, for a period of not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and the investigation of the qualifications of bidders, prior to awarding of the Contract. The Board of Public Works, City of East Chicago further reserves the right to waive informalities, and to award the contract to any Bidder, to the advantage of the City of East Chicago, or to reject all bids.

Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made.

Fifty (50%) percent of the Contractor’s work force in each initial craft will be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible.
