Notice is hereby given that Lake County, by and through its Board of County Commissioners, will receive sealed bids for the construction of:

Roadway & Bridge Reconstruction

For Lake Street Over Grand Calumet River

Bridge No. 45-00243

In the City of Gary

Lake County, Indiana

Sealed bids will be received at the Lake County Auditor’s Office, Lake County Government Center, Crown Point, IN, until 9:30 a.m. on February 15, 2023. All bids will then be publicly opened and read aloud at the County Commissioner’s Meeting at 10:00 a.m. on February 15, 2023. Any bids received after the above designated time shall be returned unopened.

The proposed work consists of the replacement of the existing ornamental bridge rail, construction of retaining walls and the rehabilitation of the existing single span concrete arch bridge and wing walls. Roadway improvements will include a new section of reconstructed roadway which consists of subbase, new HMA pavement, curb and gutter, a section of HMA resurfacing, timber guardrails, along with drainage structures and storm sewer installation, retaining walls, and sidewalks removal and replacement. The project will also consist of restoration with topsoil and sodding and all incidental and collateral work.

The Contract Documents, including Plans and Specifications are on file in the office of the Lake County Auditor, Lake County Government Center, 2293 N. Main Street, Crown Point, IN 46307. Plans and Specifications may be obtained at the office of the Lake County Auditor. A non-returnable fee of $50.00 will be charged for a thumb drive. Checks are to be made payable to the Lake County Cumulative Bridge Fund.

Bidders must be experienced in the construction of the type of facilities to be constructed under the contract for which a bid is submitted. Bidders must be INDOT prequalified to bid on work and provide qualification as part of your bid package.

The Contractor shall submit one copy of the bid along with their original bid.

Bids shall be properly and completely executed on bid forms contained in the Contract Documents All proposals must be submitted together will all the proper forms including the specifications, proposal, prequalification, and the contract, as an entire set of which shall be filled intact as a bid.

Wage rates for this work shall not be less than the prescribed scale of wages as determined pursuant to the provisions of Chapter 319, Acts of the IN General Assembly, 1935.

SECURITY: Each bidder shall accompany his sealed proposal with the proper bid security made payable to the Board of Commissioners of Lake County as follows: Any person, firm, or corporation who submits a bid has a principal place of business in the State of Indiana MUST submit a BOND in the amount of ten percent (10%) of their total bid. Any person, firm, or corporation who submits a bid and DOES NOT have a principal place of business in the State of Indiana MUST file with their bid a CERTIFIED CHECK, BANK DRAFT, CASHIER’S CHECK, or MONEY ORDER issued by a financial institution insured by an agency of the United States in the amount of five percent (5%) of their total bid, made payable to the Treasurer of Lake County.

Bids may be held by the Board of Commissioners for a period not to exceed sixty (60) days from the opening date.

The successful Contractor will be required the furnish a Performance Bond in the amount of one hundred percent (100%) of the Contract price within ten (10) days after award of contract and a two (2) year Maintenance Bond in the amount of twenty percent (20%) of the contract price prior to completion and final payment of the contract.

No Contractor may withdraw his proposal within sixty (60) days after the opening date.

The Board of Commissioners reserves the right to reject any or all proposals, to waive technicalities or irregularities therein, to delete any item or items and to award a contract on the proposal that in their judgment is the most advantageous to Lake County.
