137th Avenue Improvements & Crack Seal Maintenance Project

Notice is hereby given that the Town Council of the Town of Cedar Lake, Lake County, Indiana, intends to award a contract for its 137th Ave Improvements & Crack Seal Maintenance Project. Sealed Bids are due at the Cedar Lake Clerk-Treasurer’s Office at 7408 Constitution Avenue, Cedar Lake, Indiana 46303 by 10:00am (CDT) on March 1, 2023. Bids will be opened and read aloud at a public bid opening meeting at 10:00am (CDT) on March 1, 2023.

The scope of the project includes all labor, equipment, and materials necessary to improve the local streets within the Town of Cedar Lake as follows:

The improvements on 137th Avenue include concrete removal, pavement milling, tack coat, HMA patching, HMA wedge and level, HMA surface course, thermoplastic pavement markings, concrete curb ramp sidewalk and curb installation, and maintaining of traffic on 137th Avenue from Parrish Avenue to the eastern railroad tracks and its approaches.

The crack seal maintenance project includes the roadway preparation and installation of asphalt crack sealing material into all roadway cracks as well as the traffic control/flagging necessary to maintain traffic within the roadway segments noted as 133rd Avenue (From US-41 to Norfolk Southern RxR Tracks), W. 141st Avenue (From Parrish Avenue to Lauerman Street), Parrish Avenue (From W. 141st Avenue to W. 151st Avenue)

It is important to the Town the work be conducted in a timely, organized and sequential manner. The successful bidder must be prepared to commit adequate resources to complete the Work within the stated contract schedule.

Contractors must be pre-qualified with the Indiana Public Works Certification Board prior to starting work on any local public works project estimated to be over three hundred thousand dollars ($300,000). Contractors will not be required to be qualified for a local unit public works project if the contract to be awarded is less than three hundred thousand dollars ($300,000); and the local unit of government complies with IC 36-1-12 in awarding the contract for the public works project.

Bid packages including plans, specifications, forms, and quantity estimates may be viewed at the Town of Cedar Lake Town Hall at 7408 Constitution Avenue, Cedar Lake, Indiana 46303. Electronic copies of the Plans and Contract Documents will be provided for a $20.00 fee. Plans and contract documents will be provided digitally to Bidders of record by CBBEL after the fee has been paid to the Town and CBBEL is notified that the bid package has been obtained.

No pre-bid conference will be held for this project. All Bidders should submit any questions in writing to Christopher. B. Burke Engineering, LLC, One Professional Center, Suite 314, Crown Point, Indiana 46307 by mail or email to Don Oliphant, PE at doliphant@cbbel.com and TJ Gordon at tgordon@cbbel.com.

Questions shall be received no later than 12:00 PM (Central) on February 17, 2023. Responses (as required) will be provided by no later than 5:00 PM (Central) on February 22, 2023. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising.

Bids must be submitted in a sealed envelope with the Project name marked clearly on the outside. Bids shall be executed and submitted on the forms provided by the Town including a Bid security, Indiana State Board of Accounts Form 96, Bid forms, Affirmative Action Statement, Non-Collusion Affidavit, E-Verify Documentation, Iran Investments Certificates, pre-qualification with the Indiana Public Works Certification Board, and a preliminary progress schedule. A certified check or bank draft payable to the Town of Cedar Lake, or bid bond executed by the Bidder and acceptable surety in the amount of ten percent (10%) of the Bid Price shall be submitted with the Bid.

The successful Bidder will be required to furnish, execute and deliver to the Town of Cedar Lake satisfactory performance and payment bonds, each in the amount of 100% of the Bid Price to guarantee the faithful performance of the Work and payment of suppliers and subcontractors within seven (7) days of the Notice of Award.

Contractors must be shown on the Bidder’s Planholder List in order to bid. Bids received by Contractors who are not on the Bidder’s Planholder List may be rejected.

The Town of Cedar Lake reserves the right to reject any and all Bids and the right to waive informalities in the best interest of the Town.
