Summary of Work The City of McAllen is accepting bids from qualified bidders for the construction of Anzalduas Bridge Infrastructure Improvements including but not limited to Excavation, Embankment, Lime Treat Subgrade, Hot Mix Asphalt, Flexible Base, Cement Treat Flexible Base, Reinforced Concrete, Chain Link Fence, Ilumination, Inbound Improvements and Outbound Improvements.
Bid opening: Sealed Electronic bids addressed to Mr. Roel (Roy) Rodriguez, P.E., City Manager, City of McAllen, will be received on April 14th 2022 until 4:00 p.m., at which which time they shall be publicly opened in a meeting held in McAllen City Hall, 2nd floor, Conference Room 2A. Bidders receiving a NOTICE TO BIDDERS and/or REQUEST FOR BIDS notice via e-mail, fax or reading same in the newspaper are advised that they shall be required to go online to our Bidding Portal https://mcallen.procureware.com/home: for project details and submittal of bid pricing. Bids are to be submitted electronically only. If this is your first time in our portal, Click on the Login button in the upper right-hand corner; use your e-mail address under the Forgot Password area and a temporary Password will be e-mailed to you. Once in the system, you will be prompted for a New password. To enter your bid prices just Click on the Solicitation tab, Select the appropriate Project and enter your bid. No hard copy bid submittals shall be accepted.

A Hardcopy of the Bid Bond from a reliable surety company licensed to operate in the State of Texas or certified Cashier’s Check, payable without recourse to the City of McAllen, for the amount of not less than five (5) percent (%) of the total bid shall accompany the bid as a guaranty that, if awarded the contract, the bidder will enter into a contract with the City of McAllen. (Bid Bond must be received on or before bid opening date and time).

WAGE RATES
This project is to be financed with Federal Highway Administration (FHWA) Funds and the Davis-Bacon Act will apply. Minimum labor rates as established by the Secretary of Labor shall apply and a schedule of labor classification and wage rates to be paid as published in the Federal Register are included to the specifications and will be made a part of the contract.
DBE POLICY:
The proposed project is financed in part by Federal funds. It is the policy of the Department of Transportation (DOT) that minority business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.

PRE-QUALIFICATION REQUIREMENTS
All bidders interested in submitting a bid must be prequalified through TXDOT as an approved vendor.
GENERAL
Plans and Specifications may be obtained by visiting our bidding portal at https://mcallen.procureware.com/home. We are asking that vendors/contractors register online. Plans & specs may be viewed electronically. Once on the portal, after you have logged in you can click on the button titled Documents for details. Only TxDOT prequalified contractors shall be eligible to submit bids.
Potential bidders are asked to post their questions of a contractual nature and/or questions of a technical nature on our bidding portal under the tab labeled Questions under the relative project number.
The City of McAllen reserves the right to refuse and reject any or all Bids and to waive any or all formalities or technicalities, and to award to low responsive and responsible bidder. and to hold the bids for a period of one hundred and eighty (180) days without taking action thereon. Be advised that if your company is contemplating on responding to this project you must register on our portal so that any changes and/or additions via Addendum form can be forwarded to your company.
