NOTICE TO CONTRACTORS ESSEX COUNTY SHERIFF’S DEPARTMENT The Essex County Sheriff’s Department, the Awarding Authority invites sealed bids from contractors, compliant with M.G.L. Chapter 149, Section 44A-J inclusive as amended, for the Lawrence Correctional Facility security upgrades project. This is being re-advertised as an Electronic Security Prime bid. DCAMM certification in Electronic Security Systems is required. The Prime will be responsible for all required insurance, bonding, and certification. All work will be performed at the Lawrence Pre-release and Re-entry Center located at 165 Marston Street, Lawrence, MA. The general statement of work includes installing a new camera system, installing door alarms and notifications, and installing security and site lighting on the campus. Please refer to the specifications and drawings for details. Sealed bids will be received by the Essex County Sheriff’s Department Procurement Division, 20 Manning Avenue, P.O. Box 807, Middleton, MA 01949-2807, at 10 a.m. p.m. on March 8th and then at said office publicly opened and read aloud. Sealed Bids must have an outer envelope marked as “Essex County Sheriff’s Department Lawrence Correctional Facility Security Upgrades Project – BID ID # BD-23-1401-ECSD1-ECSD1-84155 All information required by the bid document must be supplied by the bidder. Failure to provide the required information may be cause for rejection of the bid as non-responsive. Mandatory site visit: Qualified bidders who attended the previous mandatory site visit on January 25, 2023, at 10 am do not have to attend the mandatory site visit on February 27th at 10 am. The existing site will be available for inspection on February 27that 100 am. Bidders for the walk-through should meet at 165 Marston Street, Lawrence, MA on the day and time indicated. To attend the site visit, each attendee must be cleared. To do this each attendee must complete and return by email to Sarika Shrestha (sshrestha@essexsheriffma.org) and Cassandra Evan (cevans@essexsheriffma.org) two forms from commbuys: · ECSD Authority for release of information · ECSD PREA Form ·TheformsneedtobereturnedbyFebruary21stCOB.Bidsaresubject to M.G.L c 149 § 44A and 24 CFR § 85.36 and subject to Prevailing Wage Rates. All Bidders shall furnish with their Bid a bid deposit in the form of a bid bond in the amount of 5% of the total amount of the Bid and made payable to the Essex County Sheriff’s Department. Performance and Payment Bonds will be required of the Successful Bidder in the full amount of the Contract price.
