NOTICE TO CONTRACTORS ARCHITECT’S PROJECT 2021 INVITATION TO BID ASPHALT SHINGLE ROOFING DEPARTMENT OF PUBLIC WORKS WESTMINSTER, MASSACHUSETTS ESTIMATED CONTRACT AMOUNT $50,000 TO $150,000 Bid Date: Sealed bids from eligible and responsible bidders will be received in the office of the Director of Public Works at the Department of Public Works Building 2 Oakmont Avenue in Westminster, Massachusetts 01473 until 11:00 in the morning, prevailing time, October 14, 2021 at which time responses will be publicly opened and read aloud. Filed sub-bids are not required. Alternate prices are not requested. Unit Prices are not requested. Pre-Bid Meeting: A pre-bid meeting will occur at 9:00 in the morning on Tuesday October 5, 2021 at the Department of Public Works Building at 2 Oakmont Avenue in Westminster, Massachusetts to observe existing conditions. Although the pre-bid meeting is not mandatory, the pre-bid meeting will be the only time during which the work areas will be made available for viewing. Procedure: Bids are being solicited under Massachusetts General Laws Chapter 149, including current amendments for projects with an estimated contract amount between $50,000 and $150,000. A Certificate of Eligibility and Update Statement for Certificate of Eligibility issued through the Division of Capital Asset Management is not required. Each bid shall be submitted in a sealed envelope. Each envelope shall be plainly marked on the outside that the envelope contains a bid for Asphalt Shingle Roofing at the Department of Public Works Building in Westminster, Massachusetts. The envelope must also bear the name and address of the bidder. Bids shall be accompanied by a bid deposit in the amount of five percent of the total bid. The bid deposit shall be in the form of a bid bond, treasurer’s check, cashier’s check, or certified check issued by a responsible bank or trust company and made payable to the Town of Westminster. The Awarding Authority reserves the right to reject any and all bids. Nevertheless, except when rejections of bids are required by law, the Awarding Authority reserves the right to waive any informalities of the bid. Contract Award: Contracts shall be awarded in accordance with the provisions of Massachusetts General Laws, Chapter 149, Section 44, including current amendments. Prior to execution of an Agreement, a labor and materials payment bond in the amount of fifty percent of the contract price issued from a satisfactory surety company shall be required of the successful bidder. Contract Documents: At, or after, 11:00 in the morning, Wednesday, September 29, 2021, electronic copies of Contract Documents may be obtained from Haynes, Lieneck, and Smith, Inc., 10 Common Road, Ashby, Massachusetts 01431-0128, telephone (978) 386-2473, paul@hlsdesign.com. Wage Rates: Attention is directed to the requirement that no less than minimum wage rates as established by the Massachusetts Department of Labor and Industries must be paid on the project and that the successful bidder will be required to comply with wage rate reporting requirements. Site Conditions: Each bidder shall carefully examine the Contract Documents and the forms within the Contract Documents and each bidder shall visit the site of the proposed work to become fully informed as to existing conditions and limitations that may affect the execution of the work under the contract. The bid shall include the cost of incidentals and appurtenances made necessary by observable site conditions. Failure or omission of any bidder to receive or examine any form, addendum, or other document, or failure to visit and become acquainted with conditions at the construction site, shall not relieve the bidder from any obligation imposed by the bid or contract. continued Scope of Work: Work involves, but is not limited to, removing existing asphalt shingle roofing from designated roof areas and providing asphalt shingle roofing as specified. Cost: Estimated contract amount is approximately $60,000. Schedule: The Notice of Award will be issued on, or about, October 15, 2021 and the contract will be executed By October 29, 2021. Work at the site is anticipated to start on, or about, November 8, 2021 and the work is anticipated to reach Substantial Completion by December 3, 2021. Warranty will be issued and project closed by December 17, 2021.
