PUBLIC NOTICE INVITATION TO BID FOR DOWNTOWN DISTRICT PEDESTRIAN IMPROVEMENTS BID NO. 21/22-9 Work under this contract includes the installation of new pedestrian actuated rectangular rapid flashing beacon (RRFB) crossings at two locations on Main Street in Manchester. It includes other appurtenant work such as concrete sidewalk and ramp installation and pavement markings. Sealed Bids will be received at the office of the Director of General Services, Lincoln Center, 494 Main Street, Manchester, Connecticut 06040 for the project “DOWNTOWN DISTRICT PEDESTRIAN IMPROVEMENTS” until 2:00 P.M. on JULY 22, 2021 at which time and place said bids will be opened publicly and read aloud. Bids may be hand delivered to the above address or directed by U.S. Mail to said office at Town of Manchester, Lincoln Center, 494 Main Street, P.O. Box 191, Manchester, CT 06045-0191. The Contract Drawings and Specifications (i.e., documents) may be examined at the office of the Director of General Services, Lincoln Center, 494 Main Street, P.O. Box 191, Manchester, Connecticut 06045-0191. Paper sets of the documents can be obtained upon payment of a non-refundable fee of $10.00/set in cash or check, made payable to the Town of Manchester. Contract documents may also be downloaded from the Town of Manchester website at http://generalservices1.townofmanchester.org/index.cfm/bids/. Bid security in the form of a bid bond, payable to the Town of Manchester, is required in the sum of 5 percent (5%) of the total bid. Bid security shall be subject to the conditions set forth in the Standard Instructions to Bidders. No bidder may withdraw his bid for a period of ninety (90) days after the date of bid opening. Attention is directed to certain requirements of this contract which require payment of minimum wages and compliance with certain local, state and federal requirements. The contract will be awarded to the lowest responsible and qualified bidder whose bid is the lowest of those bidders possessing the skill, ability and integrity necessary to perform the work in good faith. This contract is subject to state set-aside and contract compliance requirements. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The State funded portion of this project is $163,800. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. All bidders are required to inform themselves fully of the conditions relating to the construction and labor under which the work will be or is now being performed and the contractor shall employ, as far as possible, such methods and means in the carrying out of this work as will not cause interruption or interference with any other contractor. The Town reserves the right to waive any informality or to reject any or all bids, should it be deemed to be in the public interest to do so, and to reserve any and/or all other rights as detailed in the Contract Documents.
