PUBLIC NOTICE TO BIDDERS Sealed bids will be received by the Borough of Luzerne, Luzerne County, Pennsylvania, for the following work to be performed: 2021 COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT 154-160 MAIN STREET PARKING LOT Which generally consists of paving a municipal parking lot and completion of light poles and fixtures. Bid documents for the project can be obtained electronically from the Engineer, Tetra Tech, Inc. Bidders should contact the Engineer at tim.connolly@tetratech.com or 570-674-8648. All Bids shall be submitted in a sealed envelope marked, “2021 CDBG PROJECT”, to the Luzerne Borough Building, before 10:00 a.m., on July 27, 2021. The bids will be publicly opened at 10:00 a.m. on that date. Each bidder must deposit with his bid, security in the amount of ten percent (10%) of the bid in the form and subject to the conditions provided in the Instructions to Bidders. The Labor Standards, Wage Determination Decision, and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. Non-discrimination in employment – bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to insure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. In addition to EEO Executive Order 11246, Contractor’s must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in his aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmative action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135. In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the Municipality, County or general trade area. The Borough of Luzerne reserves the right to accept, reject, modify or delete any or all items of work, as they deem necessary to award a Contract within budget limitations. Bids may be held by the Borough for a period of not to exceed thirty (30) days after the date of the Bid Opening.
