Notice is hereby given, that Tonn and Blank Construction, Michigan City, Indiana, hereinafter referred to as the CMc, by and through City of Valparaiso, hereinafter referred to as the Owner, will receive sealed bid packets for the construction of the City of Valparaiso Parking Structure Valparaiso, Indiana.

Sealed bids must be received no later than 1:00 P.M. (Central Time) on February 21, 2023, by the City of Valparaiso 166 Lincolnway Valparaiso, IN 46383. Bids received after such hour will be marked late. Bids received prior to this time shall be opened and publicly read at public meeting on February 22, 2023, at 2:00 p.m. (Central Time) at the Valparaiso City Hall. All interested citizens are invited to attend the public opening.

The project consists of the new construction of a private/public parking garage located at the Northeast quadrant of the Lincolnway and Morgan Blvd. intersection in Downtown Valparaiso.

Pre-bid Meeting: There will not be a Prebid meeting for this project.

All bidders must be project specific prequalified using Tonn and Blank Construction’s iSqft process.

Contract Documents, Plans, and Specifications for the Project are on file and may be examined at the following locations:

All submitted bids shall include sufficient and proper sums for all labor, materials, permits, licenses, insurance, bonds and so forth incidental to and required for the construction of the facilities. Each bid must be enclosed in a sealed envelope bearing the title of the Project (City of Valparaiso Parking Structure) Bid Category and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications. No email or faxed bids will be accepted. If mailing a bid – it must be received prior to 1:00 PM (Central Time) on February 21, 2023, at the Valparaiso City Hall, 166 Lincolnway Valparaiso, IN 46383. Each bid shall be accompanied by a certified check, or 10% bid bond made payable to the Owner, which check, or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the CMc upon notification from them to do so within sixty (60) days of said notification. A conditional or qualified bid will not be accepted. Subject to the provisions of this Public Notice, award will be made to the lowest prequalified, responsive, and responsible Bidder. The City reserves the right to alter or change specifications, to reject any and/or all bids, and to waive minor irregularities in a bid. Bids shall be properly and completely executed on bid forms included in the Contract Documents and Specifications.

Each Bidder is responsible for inspecting the Project site and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

All applicable laws rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout. The Bidders attention is also called to the “antidiscrimination policy” requirements contained in the Project Specifications. Contract procurement is subject to the State of Indiana requirements contained in IC-36-1-12.

The Project is being funded by the Valparaiso Redevelopment Commission and Redevelopment Authority with oversight by the Valparaiso Board of Public Works and Safety. Prior to the award of any contract by the Board of Works, the Valparaiso Redevelopment Commission will publicly review the submitted bids and commit to funding the Project.
