RANDOLPH COUNTY PARTNERSHIP FOR CHILDREN BID ANNOUNCEMENT FY 2021-22 The Randolph County Partnership for Children is accepting bids from qualified organizations for the following services: Child Care Services A qualified organization is needed to administer a child care services program to facilitate the development of high-quality, affordable, and accessible early education/child care in Randolph County. This program is responsible for coordinating and providing technical assistance, trainings, and resources to child care providers to improve learning environments; identifying areas for improvement; assistance to new providers; and maintaining a training calendar. Must have prior experience with the early childhood environmental rating scales, CLASS, Creative Curriculum, and 5-10 years direct experience teaching young children. Services must be based at the Partnership’s Child Care Services office. Professional Development A qualified organization is needed to provide technical assistance to child care centers, directors, teachers and teacher assistants to assist staff in developing plans to increase education levels and access information on scholarships and coursework. A database should be maintained tracking educational levels of all teachers in the county and information regarding the educational rating of centers and homes. Will be responsible for planning and executing an annual event to recognize individual teachers and centers who achieve higher educational status or higher star rating license. Must have prior experience working with adult education and working knowledge of the community college system. Child Care Health Nurse Consultation A qualified organization is needed to provide the Child Care Health Consultation (CCHC) program in child care settings through consultation, training, and technical assistance services. The program must be implemented by a qualified health professional who has completed the CCHC training provided by the NC Child Care Health and Safety Resource Center. Program must implement the activity with model fidelity and promote best practices for nutrition and physical activity, including promoting breastfeeding-friendly facility policies and procedures. Parents as Teachers A qualified organization is needed to implement Parents as Teachers, a home visiting program designed to serve parents and their children, ages 0-5. Services should be provided throughout Randolph County and prioritized based on risk factors and level of need for each family. Staff must be certified in PAT, KIPS, and Triple P. Organization must have experience in early literacy and working with parents of young children. The Incredible Years A qualified organization is needed to administer The Incredible Years Preschool BASIC, a parent education program that will serve Randolph County children ages 0-5 and their families who meet certain at-risk criteria. Families will be served through group meetings and individual home visits with the goal of increasing positive parenting skills while decreasing problem behaviors. Position must be staffed by a qualified bilingual parent educator. Reach Out and Read A qualified organization is needed to partner with specific medical care practices to provide pre-literacy opportunities for Randolph County children and their parents through Reach Out and Read, an evidence-based program that incorporates reading into young children’s pediatric well-child visits beginning with the 6 month checkup. The program must work with local practices to ensure that ROR standards are met, with a special emphasis on those children growing up in low-income communities. This activity will also ensure data collection for project evaluation. Dolly Parton’s Imagination Library A qualified organization is needed to administer this early literacy activity to Randolph County families, which provides books at no cost to the families of children ages 0-5. The program must be based at the Partnership’s offices. Child Care Subsidy and Subsidy Administration The Partnership seeks a qualified organization to administer child care scholarship funds to qualified families of children ages 0-5. Project requires off-site recruitment of eligible families and working collaboratively with the Partnership’s Child Care Services program. Organization must have prior experience in administering child care subsidies or scholarship programs. WAGE$ A qualified organization is needed to provide salary supplements to early educators based on attainment of higher levels of education and length of stable employment. Public Education A qualified individual or organization is needed to increase community awareness of early childhood issues and to build support for the Partnership and its programs. This program is responsible for the development of brochures and outreach materials, planning for market specific services and special events, and community outreach. This program is responsible for all public relations (electronic and print) and marketing for the Partnership. A required workshop for those wishing to submit bids for the above programs will be held virtually Friday, January 29, 2021, at 1 p.m. Please email sstephenson@randolphkids.org to confirm participation.
