NOTICE TO BIDDERS

NORTHUMBERLAND COUNTY AIRPORT AUTHORITY

The Northumberland County Airport Authority will receive sealed bids subject to the conditions and provisions presented herein until 2:00 P.M. (EDT) on Thursday, April 8, 2021, at the office of PennEastern Engineers, LLC at 165 North Wilkes-Barre Boulevard, Wilkes-Barre, PA 18702 and then publicly opened and read aloud at 6:00 P.M. (EDT) at the Northumberland County Airport, Terminal Building, 1387 Airport Road, Paxinos, PA 17860. Northumberland County Airport Authority will consider the bids for award at their monthly meeting scheduled for 6:30 P.M., on Thursday, April 15, 2021, at the Terminal Building. Bids are invited for the following contract:

Rehabilitate & Extend Taxiway B

The work to be performed consists principally of the furnishing of all labor and materials to rehabilitate approximately 2,150 square yards of the existing TWY and construct a new TWY extension of approximately 775 square yards, both with 6” of No. 2A Subbase, 5” of Superpave Base Course, 25mm WMA, and 3” of Superpave Wearing Course, 9.5mm WMA, taxiway lighting and line painting and miscellaneous related work, all as provided for within the contract documents, proposal form and on the project drawings.

PennEastern Engineers, LLC at 165 North Wilkes-Barre Boulevard, Wilkes-Barre, PA 18702 between the hours of 8:00 A.M. and 4:30 P.M., Monday through Friday or by calling (570) 208-3130.

COPIES of the Contract Documents may be obtained by depositing a non-refundable ONE-HUNDRED DOLLARS ($100.00) per set and should be made payable to PENNEASTERN ENGINEERS, LLC.

A Pre-Bid conference for this project will be held at 2:00 P.M., (EDT), Thursday, March 18, 2021 at the Northumberland County Airport, 1387 Airport Road, Paxinos, PA 17860. Attendance of the pre-bid meeting is recommended.

Prospective bidders are urged to familiarize themselves with the site and review the scope of work and construction documents. Any contractor, who does not do so and submits a bid, does so at his own risk.

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to Northumberland County Airport Authority.

The successful bidder will be required to furnish separate performance and payment bonds each in the amount equal to 100% of the contract price at the time of contract execution.

This project is subject to, but not limited to, State provisions, statutes and regulations as outlined in the Contract Documents. Additional information and instructions for submittal of a proposal are provided within the Instructions to-Bidders.

In accordance with 49 CFR Part 26, a DBE Goal for this contract is set at 0%. However, bidders are encouraged seek and obtain DBE participation. All DBE firms used to meet this goal must be certified by the PA UCP. Certification as a DBE by the PA UCP is separate and distinct from other certification programs. The only source that should be used for verification of current eligibility of a DBE firm is the PA UCP website as www.paucp.com. Physical certification letters and/or expiration dates should not be requested from DBE firms.

The Northumberland County Airport Authority reserves the right to reject any or all Bids or to waive informalities in the bidding. BIDS may be held by the Northumberland County Airport Authority for a period not to exceed sixty (60) calendar days from the date of the Opening of the Bids for the purpose of reviewing the bids, prior to awarding the Contract. In this period of time, no Bidder may withdraw their Bid.
