REQUEST FOR BIDS Sealed proposals will be received by the Township of Moon, Allegheny County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on October 21, 2021 for: CONTRACT NO. 21-F01 (RE-BID) MOON DOG PARK FENCING The scope of work includes the installation of approximately 1,150 linear feet of 6 foot high chain link fence with vinyl coated fabric and seven gates for the Moon Dog Park, and all necessary appurtenances for said construction. All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $100.00 from QuestCDN using project number 8038657. Any technical questions regarding the bid documents are to be directed to LSSE. The project is being financed, in part, by the Allegheny County Economic Development via a Gaming and Economic Development Fund (GEDF) Grant. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township of Moon to guarantee the bidder’s entrance into the contract if given the award. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
