REQUEST FOR COMPETITIVE SEALED PROPOSALS (CSP)
TO SUPPLY HIDALGO COUNTY DRAINAGE DISTRICT NO. 1 with competitive sealed proposals for: Anaquitas Drain Structure (Proposed Additional (2) 10’X8′ Boxes with Gate Structures) -2018 Bond Referendum Project #08-CSP No. HCDD1-21-040-09-08-MSS.
PROPOSAL DOCUMENTS including drawings and technical specifications are on file and can be obtained, at the Hidalgo County Drainage District No. 1 Office Located at: 902 N. Doolittle Rd., Edinburg, TX, 78542, at no charge for electronic copy or through file sharing services.
A PRE-PROPOSAL MEETING is scheduled for Monday, August 30, 2021, at 3:00 P.M. be held at the Hidalgo County Drainage District No. 1 Offices, 902 N. Doolittle Rd. Edinburg, TX, 78542 or via Zoom. Zoom meeting information will be provided to all participants or may be requested via email to nora.cavazos@hcdd1.org.
A BID BOND in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each proposal. A certified check or bank draft payable to the Hidalgo County Drainage District No. 1 or negotiable U.S. Government Bonds (as par value) may be submitted in the lieu of the Bid Bond.
STATUTORY BONDS by an acceptable surety for performance of the contract and for payment of mechanics and materials suppliers will be required from the successful proposer in the amount equal to 100% of the accepted proposal to the Hidalgo County Drainage District No. 1.
COMPETITIVE SEALED PROPOSALS should be properly addressed and delivered to Moises Salazar, Procurement Manager, Hidalgo County Drainage District No.1, 902 Doolittle, Edinburg, Texas 78542. ONE (1) ORIGINAL, THREE (3) COPIES, and ONE (1) USB Drive containing all proposal required documents with participant/contractor name and return address clearly typed/printed on the upper left-hand corner, and the project CSP number and title clearly typed/printed on the lower left-hand corner of the envelope and/or package as follows:

COMPETITIVE SEALED PROPOSALS WILL BE ACCEPTED until 9:30 a.m. on Wednesday, September 8, 2021, will be opened at the Hidalgo County Drainage District No.1 office located at 902 N. Doolittle, Bldg. A, Edinburg, Texas, 78542. Zoom meeting information will be provided to all participants or may be obtained by request via email. To nora.cavazos@hcdd1.org.
NO FACSIMILES OR LATE ARRIVALS WILL BE ACCEPTED. ANY PROPOSAL RECEIVED AFTER THAT TIME WILL NOT BE OPENED AND WILL BE RETURNED. OVERNIGHT MAIL MUST ALSO BE PROPERLY LABELED ON THE OUTSIDE OF EXPRESS ENVELOPE OR PACKAGE REFERENCING CSP NAME AND NUMBER.
PROPOSALS MAY BE HELD by the Hidalgo County Drainage District No.1 for a period not to exceed ninety (90) days from the date of the opening of the sealed proposals for the purpose of reviewing, evaluating, and ranking the responses, prior to award a contract.
HIDALGO COUNTY DRAINAGE DISTRICT NO. 1 reserves the right to refuse and reject any/all proposals and to waive any/all formalities or technicalities, or to accept the proposal considered the best and most advantageous to the District.
TYPED-WRITTEN RFI’S shall be sent to rocio.villarreal@hcdd1.org. Please follow with a call to confirm receipt of RFI. RFI’s will not be answered by phone. NO HAND WRITTEN RFI’S will be answered. All inquiries shall be forwarded by September 1, 2021. Inquiries beyond this date will not be responded. Contact Rocio Villarreal, via e-mail for copies of Addenda.
