REQUEST FOR PROPOSALS CITY OF METHUEN MASSACHUSETTS. METHUEN 2035: A VISION FOR GROWTH & INVESTMENT Phases III & IV PROPOSAL DUE DATE: 12:00 PM February 15, 2023 Return Proposals To: City of Methuen City Clerk’s Office (Customer Service) Searles Building, 41 Pleasant Street, Room 112 Methuen, MA 01844 The City of Methuen, Massachusetts (Census 2020 population 53,059) seeks proposals from qualified planning consultants to lead an Economic Development Vision Planning process for the City consistent with the requirements under MGL Chapter 41, Section 81D. Competitive SEALED proposals will be received by the Clerk’s Office, at the above-specified location, until the time and date cited. Proposals must be physically received, and time stamped by the Clerk’s Office on or prior to the exact time and date indicated above. NO INCOMPLETE, FAXED, ELECTRONICALLY MAILED, OR LATE PROPOSALS WILL BE CONSIDERED. A separate fee proposal will be negotiated with the highest ranked consultant. If a fee cannot be negotiated the city will initiate negotiations with the next highest ranked applicant. All addenda, notifications, and answers to questions and requests for information regarding the RFP will be forwarded to addresses on the plan holders list only. All procurement activities conducted by the City of Methuen are in conformance with the rules and regulations of Massachusetts General Laws, Chapter 30B. The City reserves the right to reject any proposal and to waive minor informalities or irregularities in any proposal, and to make an award in any manner consistent with the law and deemed to be in the best interest of the City of Methuen.
