SECTION 1 NOTICE TO BIDDERS

Sealed bids will be received by the City of Hammond, Indiana, Board of Public Works and Safety, at the City Hall, 5925 Calumet Avenue, Hammond, Indiana 46320 until 9:00 a.m. (local time) on February 18, 2021 and then will be publicly opened and read aloud regarding the roadway improvements listed below. Any bids received later than the above time will be returned unopened.

The description of the work is:

2021 Hammond Community Crossing Project

HMA Milling and Resurfacing

Sibley Street from Hohman Avenue to Sohl Avenue

160 from Kennedy Avenue to Indianapolis Blvd

City of Hammond, Lake County, Indiana

DESCRIPTION OF WORK: This work shall include placement of full depth hot mix asphalt patching asphalt, reconstruction of sidewalk ramps, and milling and hot mix asphalt resurfacing for streets as well as all other work necessary for roadway restoration and as included in the Construction Schedule and Specifications for 2021 Hammond Community Crossing Project HMA Milling and Resurfacing on Sibley Street from Hohman Avenue to Sohl Avenue and on 169th Street from Kennedy Avenue to Indianapolis Blvd.

COMPLETION DATE The work shall be completed by August 1, 2021. In case of construction extension, no concrete sidewalk/ADA ramp work shall be placed between November 1, 2021 and April 1, 2022

BID DOCUMENTS: Plans, Specifications and Plan Documents are available for examination in the office of the City Engineer of Hammond, Indiana and First Group Engineering, Inc., 5925 Lakeside Blvd., Indianapolis, IN, 46278, Phone 317-290-9549. A CD containing copies of the Plans, Specifications and Plan Documents may be obtained at the office of First Group Engineering, Inc., 5925 Lakeside Blvd., Indianapolis, IN, 46278, Phone 317-290-9549, upon a nonrefundable payment of $100.00 per CD payable to First Group Engineering, Inc. The CD consists of the plans, contract documents, and specifications plus the bid packet documents.

In order to receive addendums during the bidding process, a Contact Name, Phone Number and an Email Address must be submitted with the plan request.

Bids shall be properly and completely executed on bid forms contained in the Contract Documents obtainable from First Group Engineering, Inc. as stated above.

No bidder may withdraw his proposal within a period of 60 days following the date set for receiving bids. The Board of Works and Safety reserves the right to retain any and all bids for a period of not more than 60 days, and said bids shall remain in full force and effect during said time. The Board of Works and Safety further reserves the right to waive informalities, and to award the contract to any Bidder, to the advantage of the City of Hammond, or to reject all bids.

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check made payable to the City of Hammond or an acceptable Bid Bond in an amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.

BONDS: A performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price will be required.

INDIANA REQUIREMENT: Standard Questionnaire Form 96 (Revised Latest Version) which includes a non-collusion affidavit.

Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made.

Each bidder shall ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform to the anti-discrimination provisions of IC 5-16-6. An Affirmative Action Statement must be submitted at time of bid.

Each bidder shall include in their Bid Packet their written Drug Testing Plan that covers all employees of the Bidder who will perform work on the project that meets the requirements set forth in IC-4-13-18-5 or IC4-13- 18-6.

Each prime contractor submitting a bid for this contract must be prequalified by INDOT

“”Each successful bidder and any and all levels of subcontractors, regardless of tier, as a condition of being awarded a contract or subcontract, will agree to abide by the provisions of the 2021 Hammond Community Crossing Project HMA Milling and Resurfacing on Sibley Street from Hohman Avenue to Sohl Avenue and on 169th Street from Kennedy Avenue to Indianapolis Blvd. Project Labor Agreement as executed by and between the Project Manager and/or Construction Manager authorized to negotiate and enter into such a Project Labor Agreement on behalf of the City of Hammond, Indiana (or a corporation created to benefit the said entity in construction, alteration, or repair) and the local labor unions representing experienced and skilled construction workers and will be bound by the provisions of that Agreement in the same manner as any other provisions of the contract.””

Twenty five (25%) percent of the contractor’s work force in each initial craft will be comprised of residents of the City of Hammond participating in the Indiana Plan, whenever possible.
