NOTICE INVITING SEALED BIDS

for the construction of

ALLEY REHABILITATION

PUBLIC NOTICE IS HEREBY GIVEN that the CITY OF HUNTINGTON BEACH, as AGENCY, invites sealed bids for the above stated project and will receive such bids in the office of the City Clerk, Second Floor, 2000 Main Street, Huntington Beach, California 92648, up to the hour of 10:00 A.M. on April 22, 2021. Due to the COVID-19 pandemic, hand delivered bids will only be accepted between the hours of 9:00 A.M. and 10:00 A.M., immediately outside of City Hall Civic Center entrance, on the day of bid. Bids will be publicly opened in the same area to allow for social distancing. It is advised that bidders arrive earlier than normal to deliver bids and allow for additional bid processing and acceptance times due to the safety measures described above.

The bid opening for the above stated project will be held at 10:00 A.M. on April 22, 2021.

Copies of the Plans, Specifications, and contract documents may be mailed to a prospective bidder upon that bidder’s submittal to the Office of the Director of Public Works, 2000 Main Street, Huntington Beach, CA 92648 of a written request and pre-paid, self-addressed mailing label. Alternatively, the AGENCY does not charge a fee for copies of the Plans, Specifications, and contract documents downloaded from the AGENCY website at:

Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the Labor Code of the State of California, the minimum prevailing rate of per diem wages for each craft, classification or type of workman needed to execute the contract shall be those determined by the Director of Industrial Relations of the State of California, which are on file at the Office of the Director of Public Works, 2000 Main Street, Huntington Beach, CA 92648.

The AGENCY will deduct a 5% retention from all progress payments. The Contractor may substitute an escrow holder surety of equal value to the retention in accordance with the provisions of the Public Contract Code, Section 10263. The Contractor shall be beneficial owner of the surety and shall receive any interest thereon.

The AGENCY hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, or religion in any consideration leading to the award of contract.

No bid shall be considered unless it is prepared on the approved Proposal forms in conformance with the Instructions to Bidders as determined by the AGENCY. All extensions of unit prices will be subject to verification by the AGENCY. In the case of a discrepancy between the unit price and the extended amount, the unit price will govern. The bid must be accompanied by a certified check, cashier’s check, or bidder’s bond made payable to the AGENCY for an amount no less than 10% of the amount bid.

The successful bidder shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State Contractor’s License Class A at the time of the bid opening. The successful Contractor and his subcontractors will be required to possess business licenses from the AGENCY.

Project Description: The project consists primarily of the removal and replacement of the existing asphalt concrete pavement, concrete alley gutter, and concrete alley approaches, with ancillary work as necessary.

The contract shall allow the Contractor 40 working days to complete the contract.

The engineer’s estimate of probable construction cost for the Work included in the basis of award is $275,000.

The AGENCY reserves the right to reject any or all bids, to waive any irregularity and to take all bids under advisement for a maximum period of 60 days.
