REQUEST FOR QUALIFICATIONS
TRAILHEAD GOLFCOURSE FACILITIES – RECONSTRUCTION PROJECT

The City of Liberty Lake (LL) requests qualifications from Design-Builders for upgrades to the Trailhead Golfcourse using the procedure permitted under Chapter 39.10 of the RCW, as amended, for selected projects for public works contracting in lieu of sealed bids.
The project consists of a new clubhouse, additional parking, reorientation of the driving range, and new poles and netting at the driving range. The project construction and design budget is approximately $6.0 million.
Design is anticipated to begin in December 2021 and completed in May 2022.
The Design-Builder shall provide high-quality services including scheduling, phasing logistics, collaboration with the design consultants, manage and estimate design budgets and design contingency solutions, direct construction best-practices, organize design investigative work and provide assistance in the selection of materials and building systems, solicit and manage subcontractor bid packages and supplier bidding. The Design-Builder shall provide high-quality construction services to safely deliver a superior project that comprises the full scope of program needs set by LL that is on time and on budget.

Qualifications must be received by Katy Allen, City Administrator, City of Liberty Lake at 22710 East Country Vista Drive, Liberty Lake, WA 99019 no later than 3:00:00 p.m., Friday, October 22, 2021. The Project name and submittal date must appear on the outside of all submittals. Any firm failing to submit its qualifications in accordance with the procedures set forth in the Request for Qualifications may be considered non-responsive.

There will be a non-mandatory pre-proposal conference for this project on Tuesday, October 5, at 2:00 p.m. The conference will be held at the City of Liberty Lake at 22710 East Country Vista Drive, Liberty Lake, WA 99019. The particulars of the project, the selection process, schedule, and the elements of the contract will be discussed at that time.
