THE CITY OF STAMFORD INVITATION TO BID PHASE G TRAFFIC SIGNAL UPGRADE City of Stamford, Connecticut STATE PROJECT NO. 135-337 The City of Stamford is soliciting sealed competitive Bids for the PHASE G-TRAFFIC SIGNAL UPGRADE project, FUNDED UNDER THE FEDERAL CONGESTION MITIGATION AND AIR QUALITY PROGRAM. The sealed BIDS will be received electronically via the City’s Purchasing System, ProcureWare, at https://stamfordct.procureware.com. All sealed Bids will be publicly opened electronically on October 20, 2020 at 11:00 AM. All Proposal and Bid documents, drawings and specifications can be viewed/ downloaded from ProcureWare. Request for Bid No. S-6770, PHASE G- TRAFFIC SIGNAL UPGRADE Project Description: The City of Stamford (City) has been awarded federal funding which provides funds to towns for the purpose of Congestion Mitigation and Air Quality improvements. These funds are being used to upgrade existing traffic signals at various locations along heavily travelled corridors in the City. The improvements included upgrading existing traffic control signal equipment and the related infrastructure. Construction shall be in accordance with Connecticut Department of Transportation’s Form 817 (2016), all supplements thereto and special provisions provided herein. Form 817 Standard Specifications may be purchased at the ConnDOT Plans Sales Office, 160 Pascone Place, Newington, Connecticut or downloaded from the state’s website. https://portal.ct.gov/DOT/IT/ConnDOT-Publications-Manuals All proposals must be on the form furnished with the Contract Documents. This contract is subject to utilization goals and requirements for participation of certified disadvantaged Business Enterprise (DBE). The City of Stamford hereby notifies all bidders that this contract has been assigned a 5% goal for DBE, as certified by ConnDOT. Full instructions and forms are included in the Bidding Documents. This contract is subject to state contract compliance requirements. · The minimum rates to be paid for labor of the various classifications shall be in accordance with Federal wage rates and CT State Labor wage rates. · The Contract Wage Certification Form is to be submitted to the Labor Commissioner before the award of the contract. · A pre-award DBE Commitment Approval Request Form shall be submitted Bid Opening: October 20, 2020 Bid Deposit: 5% The right is reserved by the City to reject any or all Bids, to waive any informalities or defects in Bids, and to make such time extensions as may be necessary in order to review and compare Bids, to obtain such supplemental information as may be necessary to review Bids and to accept Bid(s) that, in the judgment of the City, will be in the City’s best interest.
