TOWN OF KILLINGLY REQUEST FOR QUALIFICATIONS AND PROPOSAL FOR CONSTRUCTION MANAGEMENT AT RISK SERVICES FOR THE KILLINGLY MEMORIAL SCHOOL RENOVATION/ADDITION PROJECT Through this Request for Qualifications and Proposal (“RFQ/RFP”) the Town of Killingly Permanent Building Commission (“Owner”) is seeking to engage a Construction Manager at Risk to provide pre-construction services (in coordination with the Architect), cost estimating, trade contract bidding/negotiation, and construction phase services for a new addition at the Killingly Memorial School (the “Project”). Hard copies of the complete Request for Qualifications package will be available on the Killingly Town Website at www.killinglyct.gov. Respondents are required to submit and deliver twelve (12) double-sided copies and one electronic copy of a sealed response to this RFQ/RFP no later than 3 pm on Tuesday, September 21, 2021 at the Killingly Community Development Office and marked “Town of Killingly CMR Service for Killingly Memorial School Renovation/Addition Project.” Responses to this RFQ/RFP received after that date and time will be rejected and returned to the proposer unopened. From the responses to this RFQ/RFP received, the Owner, in its sole judgment, will select no more than four (4) of the most responsible and qualified proposers. The proposers selected will be invited to submit a cost proposal as described herein and also be invited to attend an interview. The Owner shall then select a Construction Manager based on the totality of the qualifications and cost, and which selection the Owner deems to be in its best interest. The Project may be funded in part by the Connecticut Office of School Construction Grants and all rules and regulations of the Connecticut Department of Education on a project funded in whole or in part by the State of Connecticut are applicable to the Project. A 100 % performance and Labor and materials Payment Bond is required. The Owner is an equal opportunity affirmative action employer. The Project is subject to Connecticut State Prevailing Wage Requirements The Project is subject to Connecticut State Prequalification requirements. The Project is subject to Connecticut CHRO requirements to the extent funded by the State Office of School Construction Grants. The Project is expected to be constructed under a project labor agreement. The Owner reserves the right to reject any or all responses to this RFQ/RFP, or waive defects in same, if it deems such to be in its best interest. All inquiries relative to the conditions and specifications listed herein as well as clarification of any information contained or referenced in this RFQ/RFP must be made on or before Wednesday, September 15, 2021 at 3pm. No phone calls will be accepted. All answers to inquiries concerning the Project will be distributed to all known proposers by addendum.
