INVITATION TO BIDTOWN OF SUFFIELD, CT.ROAD RECONSTRUCTION PROJECT – HARVEY LANE Sealed bids are to be submitted to the Town Engineer, office located at 97 Mountain Road, Suffield, CT 06078, until 10:00 AM on Monday, August 9, 2021 after which they will be publicly opened and read aloud.The project involves the reconstruction of two portions of Harvey Lane (approximately 0.28 miles). The work will include removal of curbs, pulverizing existing pavement and base material, minor re-grading and removal of pulverized material as needed to achieve proposed road elevations. The work will include fine grading and compacting pulverized material in place, and paving 4â€? thick (compacted) bituminous concrete in 2 courses and installation of bituminous curbing. Road reconstruction work includes saw cutting bituminous concrete pavement, pavement markings, a small amount of driveway apron paving, a small section of guide rail replacement, and restoration The Bid Package (contract documents and plan) can be purchased (non-refundable) from Action Blueprint, 284 Broad Street, Manchester, CT. 06040 (Tel. No. 860-647-1223). For those with on-line capabilities, upon purchase Action Blueprint will provide a link to view/download all documents. Documents can also be viewed at the Town Engineer’s Office.Bids must be accompanied by a Bid Bond, payable to the Town of Suffield, in the amount of 5% of the bid total as a guarantee. A certified check will not be accepted in lieu of a Bid Bond. NO PROPOSAL WILL BE ACCEPTED UNLESS ACCOMPANIED BY THE REQUIRED BID BOND. The Town reserves the right to waive any informality or to reject any or all bids should it be in the Town’s best interest to do so. The Contractor chosen for the project shall be required to furnish 100% Performance and Labor and Material bonds and proof of required insurance coverage. The contract is subject to state set-aside and contract compliance requirements. All work under this project shall be subject to the Suffield Code of Ethics.State law requires a minimum of twenty-five (25%) of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DASâ€?) under provisions of CONN. GEN. STAT. § 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.The project is funded entirely by a STEAP Grant, which is in place.Minimum State Wage Rates are required for this project.No bid may be withdrawn for a period of 30 days after the actual date of opening. The time frame for work under this project is 60 days. Liquidated damages shall be assessed for non-completion of the project within the construction time period.Karen Isherwood, P.E.Town Engineer
