Bid documents and specifications will be available beginning October 18, 2021 at 9:00 A.M. This bid is subject to M.G.L. c. 30B. The City of Springfield is releasing grants up to $10,000 to be awarded to neighborhood councils that present a cohesive and comprehensive plan to increase awareness of and participation in their neighborhood council. The City will award funding to five (5) pilot neighborhood councils. Neighborhood Councils whose neighborhoods show two (2) or more environmental justice factors within their neighborhood boundaries will be eligible to submit a proposal for grant funds. Neighborhood Council proposals should demonstrate clear and concise plans for how they will increase awareness of the council and increase participation in the council. Plans should be tailored to each neighborhood’s individual needs The City will be hosting a virtual technical assistance session for neighborhood councils to ask questions on October 28, 2021 @ 6:00 pm. This format will be held virtually and the zoom link and password will be emailed to any party that has requested the RFP in the form of an addendum forty-eight (48) hours in advance of the meeting. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
