THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. It is the bidder’s sole responsibility to familiarize themselves with the Bonfire Online Bid Submission Platform and the online bid submission process and requirements. This bid is subject to the procurement changes per the Municipal Modernization Acts of 2016 which are applicable to horizontal and vertical construction projects valued at $10K – $50K per engagement (threshold is for labor only, not including materials or equipment). M.G.L. c. 149, as amended by Section 224 of Chapter 218 of the Acts of 2016, authorizes a public agency to procure blanket contracts to establish listings of contractors from which written responses may be sought for individual tasks. According to the amendment, the public agency must procure the blanket contract using the competitive procedures of M.G.L. c. 30, § 39M or M.G.L. c. 149, §§ 44A-44J. M.G.L. c. 30, § 39M(a), as amended by Section 2 of Chapter 218 of the Acts of 2016, authorizes a public agency to procure blanket contracts to establish listings of contractors from which written responses may be sought for individual tasks. According to the amendment, the public agency must procure the blanket contract using the competitive procedures of M.G.L. c. 30, § 39M or M.G.L. c. 149, §§ 44A-44J. The County of Barnstable reserves the right to accept or reject any or all bids, to waive any informality contained therein, and to award the contract as decided to be in the best interest of the County.
