ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the New Aerated Sludge Lagoon Project will be received by The Factoryville Borough and Clinton Township Joint Municipal Sewer Authority (herein referred to as the Owner), at the office of the Authority, 161 College Ave., Factoryville, PA 18419, until 4:00 p.m. local time on May 12, 2021. Bids will be publicly opened and read aloud at 6:00 p.m. local time on that date at the Owner’s regularly scheduled public meeting. The Project consists of modifications to an existing sludge holding lagoon and installation of a new aerated sludge holding tank. There will be associated yard piping, and a new blower will be installed outside next to the new tank, complete with a pre-wired control panel for the blower. The blower unit and diffusers, and all associated equipment will be purchased directly by the owner and is not part of this bid (installation only). Bids will be received for a single prime Contract. Bids shall be on a lump sum basis. The Issuing Office for the Bidding Documents is: Milnes Engineering, Inc. at 12 Frear Hill Road, Tunkhannock, PA 18657; (570) 836-2145. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m. local time, and may obtain copies of the Bidding Documents from the Issuing Office at no cost, online via a file sharing link created by Milnes Engineering. Interested Bidders will be required to register with the Issuing Office at (570) 836-2145 and obtain a link to the documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Printed Bidding Documents can be made available upon request for a fee to cover the cost of reproduction. A Pre-Bid Conference will be held at 10:00 a.m. local time April 30, 2021 at the Project Site. Attendance at the pre-bid conference is mandatory. Covid-19 protocols will apply. Each Bidder must deposit with his Bid, security in the amount of ten (10) percent of the Bid amount and subject to the conditions provided in the Instructions to Bidders. In addition, the successful Bidder will be required to post both a Performance Bond and a Payment Bond in the amount of 100% of the contract price if awarded the contract. Should the bid exceed $25,000, a PA Prevailing Wage Determination applies to this project per Pennsylvania Prevailing Wage Act 442. This determination has been acquired and is part of the bidding documents. The Owner hereby reserves the right to reject any/or all Bids. The Owner also reserves the right to waive any defects, errors, omissions, irregularities or informalities in Bids received.
