PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that the Municipality of Norristown, Montgomery County, Pennsylvania will receive sealed bids for the following separate projects: MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT GENERAL CONTRACT 2021-09 and MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT HVAC CONTRACT 2021-10, and MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT ELECTRICAL CONTRACT 2021-11. MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT FIRE PROTECTION CONTRACT 2021-12, Sealed bids shall be submitted and updated online until 11:00 AM, prevailing time, on the February 24, 2021 for each contract separately at which time they will be publicly opened and read. TEMPORARY OFFICE FIT OUT ELECTRICAL CONTRACT 2021-11 MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT FIRE PROTECTION CONTRACT 2021-12 The Scope of Work for MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT GENERAL CONTRACT 2021-09, includes demolition of existing interior walls and ceilings, construction of interior wall partitions, installation interior doors and suspended ceiling. The Scope of Work for MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST, TEMPORARY OFFICE FIT OUT HVAC CONTRACT 2021-10, includes installation of equipment, duct work and dampers and ventilation grills. The Scope of Work for MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT ELECTRICAL CONTRACT 2021-11, includes relocation of existing light fixtures installation of electrical outlets and switches. Demolition of existing wiring systems. Installation of fire alarm system. The Scope of Work for MUNICIPALITY OF NORRISTOWN 1700 MARKLEY ST. TEMPORARY OFFICE FIT OUT FIRE PROTECT SYSTEM CONTRACT 2021-12, includes the relocation of existing sprinkler heads to match new floor plan and reflected ceiling plan. Bids must be submitted unconditionally. No bidder may withdraw a bid within SIXTY (60) days after the scheduled closing time for receipt of bids. The Municipality reserves the right to waive any informalities, or to reject any or all bids. All prospective bidders are hereby notified that the contracts will require contractors and subcontractors to comply with certain state and local statutory and regulatory requirements, including, but not limited to, the following: • Pennsylvania Prevailing Wage Rates. The Projects require all prime contractors and subcontractors to pay all laborers and mechanics employed on the Projects wages at rates not less than those prevailing on projects of a character similar in the locality; • Non-Discrimination. The Projects require all prime contractors and subcontractors to agree not to discriminate on the basis of race, color, national origin, religious creed, age, handicap, disability, or gender. • The Municipality has a Responsible Contractor Ordinance. The award of all contracts will be as per the requirements of this ordinance. All Contractor’s submitting bids must be able to meet all the Requirements of this Ordinance if the total of the base bid and all alternates submitted are equal to $350,000.00 and above. Bids totaling less than $350,000 will not have to meet item #10 A & B of the ordinance. This ordinance pertains to all contractors and their subcontractors. Mandatory Bonds and Guarantees – A certified check or bid bond in the amount of 10% of the total bid will be required. Bid guarantees, performance bonds and payment bonds will be required in accordance with 40 C.F.R. § 31.36(h). Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. A pre-bid meeting is scheduled for February 15, 2021 at 10:00 A.M. at 1700 Markley St. Norristown PA 19401 and will be in full compliance with all Covid-19 requirements.
