DESIGNER SERVICES REQUEST FOR QUALIFICATIONS (RFQ) FOR THE PRESERVATION & RESTORATION OF THE OLD FIRE HOUSE AND PIGEON COVE FIRE STATION DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES The Town of Rockport, through the Department of Public Works (“Owner”) is seeking the services of a qualified “Designer” within the meaning of M.G.L. Chapter 7C, Section 44, to provide designer and construction services for the preservation and restoration of two historic buildings in the Town of Rockport. Due to the similar nature of the work, design services for these project are being procured simultaneously. Interested firms may respond to either or both RFQs. A single Designer Selection Committee will evaluate responses to both RFQs and will rank finalists to be presented to the Board of Selectmen for contract negotiations. The first project is the Preservation and Restoration of The Old Fire House located at 3 Dock Square. A fee will be negotiated to complete Phase 1 of the project scope of work, which includes a Feasibility Study, Schematic Design and Preliminary Cost Estimate. In addition, the Designer selected would be eligible to negotiate for the Phase 2 full design and construction administration services for the project. Phase 2 work is subject to appropriation of funds, however, and would not become part of the contract until these funds are authorized. The second project is the Preservation and Restoration of the Pigeon Cove Fire Station, located at 118 Granite Street. A fee will be negotiated to complete both Phase 1 & Phase 2 designer services for the project. Phase 1 of the project scope of work includes development of preliminary drawings & specifications and associated cost estimate. Phase 2 includes the development of final drawings & specifications and associated cost estimate, bidding assistance and construction administration. Copies of the Request for Qualifications will be available May 5, 2021 via email request to the Rockport Designer Selection Committee at DSC@ rockportma.gov. A site visit and briefing session will be scheduled for Tuesday, May 18, 2021 at 11:00AM starting at The Old Fire House at 3 Dock Square, Rockport, MA 01966 and ending at the Pigeon Cove Fire Station at 118 Granite Street. The briefing session will start with an introduction and an opportunity for the proposers to direct questions to the Designer Selection Committee. All participants will be responsible for their own transportation to and from the project locations. Attendance is strongly advised for this important session. Private tours of the project site will not be available. Proposals shall be delivered no later than Tuesday, June 1, 2021 at 1:00PM in a sealed envelope to the Office of the Town Administrator at the following address: Mr. Mitchell Vieira, Town Administrator Town of Rockport 34 Broadway Rockport, Massachusetts 01966 The Town reserves the right to reject any and all responses, to waive informalities and to award in the best interest of the Town.
