TOWN OF OXFORD INVITATION TO BID HOT MIX ASPHALT OVERLAY VARIOUS STREETS FY2021 The Town of Oxford, acting through its Town Manager, will receive sealed bids for Hot Mix Asphalt Overlay Various Streets FY2021 until 2:00 p.m., March 11, 2021 at the DPW Office 450 Main Street, Oxford, MA, 01540 at which time and place they will be opened and live broadcast via Zoom Video Communications, Inc. and may be accessed by logging into zoom.us. The Zoom meeting ID is 818 2924 5818. The audio only broadcast may be accessed by calling 646-558-8656. The video recording will be uploaded to the Town’s website and the Town’s YouTube© channel as soon as possible. As a health and safety precaution, the bid opening will not be open to the public. All bids shall be submitted in a sealed envelope addressed to the DPW and labeled: HOT MIX ASPHALT OVERLAY VARIOUS STREETS FY2021 – BID No. H-21-03. Bids shall be accompanied by a bid security in the form of a bid bond, or a certified check, cash, a treasurer’s or cashier’s check issued by a responsible bank or trust company, payable to the Town of Oxford. A bid bond shall be (a) in a form satisfactory to the Awarding Authority, (b) with a surety company qualified to do business in the Commonwealth and satisfactory to the Awarding Authority and (c) conditioned upon the faithful performance by the principal of the agreements contained in the bid. The amount of the bid security shall be at least equal to 5% of the amount of the bid. Complete sets of contract documents, beginning 8:00 a.m. on February 25, 2021, will be available at no charge via the town website at https://www.oxfordma.us/bids. All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to, MGL c.30, §39M, as amended. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of MGL c. 149, §26 through 27D inclusive. No bid may be withdrawn within sixty (60) days (Saturdays, Sundays and legal holidays excluded) after the date of opening thereof. The Town of Oxford reserves the right to waive any informality, to accept or reject, in whole or in part any or all bids received, and to award the contract to any of the contractors bidding on the work or take whatever other action may be deemed to be in the best interest of the Town.
