INVITATION FOR BIDS The Housing Authority of the County of Luzerne will receive Bids for the EXETER GARDENS 57-3 APARTMENT RENOVATIONS until 10:00 A.M. (Local Time) on December 8, 2021, at the Housing Authority of the County of Luzerne, Administration Offices at Kingston Manor, 250 First Ave., Kingston, PA 18704 at which time the bids will be publicly opened and read aloud. The contract is for the following project: EXETER GARDENS 57-3 APARTMENT RENOVATIONS The EXETER GARDENS 57-3 APARTMENTS has approximately 110 units to be renovated. An add alternate to the project will be approximately 40 additional units at the EXETER GARDENS 57-10 APARTMENTS. Plans and specifications for both apartment complexes are contained in the contract documents. Contract documents may be examined and obtained at the Office of PennEastern Architects, LLC, 165 North Wilkes-Barre Blvd., Wilkes-Barre, PA 18702, phone (570) 208-3130. Bidders and sub-bidders, such as subcontractors and materialmen may purchase one set of Contract Documents upon placing a non-refundable check in the sum of $100.00. Checks are to made payable to PennEastern Architects, LLC. There will be no refund for the Contract Documents. A Pre-Bid Conference will be held at the Exeter Gardens Maintenance Facility located at 500 Schooley Avenue, Exeter, PA 18643 at 10:00 A.M. (Local Time) on November 23, 2021. Each Bid when submitted must be accompanied by a Bid Guaranty” which shall not be less than ten (10%) percent of the amount of the Bid, as hereinafter specified in the “Instructions to Bidders”. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond. Bond Companies must be listed in the U.S. Treasury Circular No. 570. The Owner reserves the right to accept or reject any or all Bids and to waive any informalities in the bidding. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of the Bids, without consent of the Owner.
