INVITATION FOR BIDS The Lackawanna County Commissioners will receive sealed bids at the Controller’s Office in the Lackawanna County Government Center at the Globe, 123 Wyoming Avenue, 2nd Floor, Scranton, PA 18503 until 11:00 am, March 23, 2021. All Bids shall be sent to the Lackawanna County Controllers Office by courier (FedEx, UPS, etc.). Bids will be officially opened and read aloud at a Public Bid Opening to be held at 2:00 pm the same day in the Lackawanna County Government Center at the Globe, 123 Wyoming Ave., 5th-floor conference room, Scranton, PA. Bidders shall be allowed to have one representative attend the bid opening. Gloves and masks shall be provided if necessary, and social distancing rules shall apply. Bids are Invited for the following Community Development Block Grant Project(s): Blakely Borough Mott Haven Section Block 3 Street Improvement Project, as designed by KBA Engineering, Inc. 25 Washington Ave, Jermyn, PA 18433, as shown on construction drawings and in accordance with the contract specifications. A mandatory pre-bid conference will be held on March 9th, 2021, at 10:00 am. Due to the current Pandemic, the Pre-Bid Conference will be held via a conference call. Any bidder failing to attend the Pre-Bid Conference call will be disqualified from bidding on the project. The purpose of this project involves the repaving of three residential roadways in the Mott Haven Section of Blakely Borough, being Railroad Street to Blakely Street, Brook Street, and Willow Street. Dickson City Borough Veterans Drive and Dewey Street Improvement Project, as designed by KBA Engineering, Inc. 25 Washington Ave, Jermyn, PA 18433, as shown on construction drawings and in accordance with the contract specifications. The purpose of the project involves the milling, base repair, and paving of deteriorated roadways being Veterans Drive from its origin at the intersection of Cherry Street at the top of Oak Street, where it turns into Dewey Street. Clarks Summit Borough Building Elevator ADA Reconstruction Project, as designed by Highland Associates 102 Highland Ave., Clarks Summit, PA 18411, as shown on construction drawings and in accordance with the contract specifications. A mandatory pre-bid conference will be held on March 9th, 2021, at 1:00 pm. Due to the current Pandemic, the Pre-Bid Conference will be held via a conference call. Any bidder failing to attend the Pre-Bid Conference call will be disqualified from bidding on the project. The purpose of this project involves the elevator reconstruction that will consist of replacing the current elevator mechanical and electrical systems as needed, along with a new starter and replacement of the current power unit. Secondarily a new ADA Emergency Phone will be installed on the panel to replace the current handset behind a door set up. A new self-leveling unit along with infrared electronic door edges will be installed, new raised braille markings on all floors, hall fixtures and position indicators will also be added with vandal-resistant floor buttons. Smoke detectors, a new ladder, and switches will be added in the pit area. All other mechanical and operating devices will be replaced as needed. Contract Documents for all projects may be examined and/or obtained by appointment only at the Lackawanna County Government Center at the Globe, Department of Planning and Economic Development, 123 Wyoming Ave., 5th Floor, Scranton, PA 18503, 570-963-6830 for the non-refundable fee of $50.00 each. Checks must be made payable to the Lackawanna County Treasurer. To make an appointment, please contact RovinskyJ@Lackawannacounty. org. Each bid shall be accompanied by a bid bond or certified cashier’s check, in favor of Lackawanna County, in an amount not less than ten percent (10%). Bidders must submit with their bids all forms listed in the Attachments to Plans and Specifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. Bidders who have been contacted and to whom commitments have been made must submit documentary evidence of minority and women business enterprises and Section 3 business concerns. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid may be withdrawn for a period of 60 days.
