DEPARTMENT OF PUBLIC WORKS TOWN OF WEST SPRINGFIELD, MASSACHUSETTS BID NO. 21-0020 Ohio Ave Sewer Repair LEGAL AD The Town of West Springfield Department of Public Works is inviting bids from qualified Contractors to provide Sanitary Sewer Rehabilitation Services in West Springfield, MA. There will be one contract awarded as part of this IFB. Bidding documents may be obtained from the Town Website at: http://www.to wnofwestspringfield.org/g overnment/departments/f inance/procurement-bids/ bids or at BidNetDirect: https://www.bidnetdirect. com/massachusetts/town ofwestspringfield Sealed Bids for Ohio Avenue Sewer Main Repair, Town Bid No. 21-0020, West Springfield, MA will be received by the Department of Public Works at the West Springfield Municipal Office Building, 26 Central Street, West Springfield, Massachusetts until 10:00 a.m. prevailing time on April 7, 2021, at which time bids will be publicly opened and read aloud. Zoom Information for the remote opening will be provided in the Bid Documents All bids shall be submitted within a sealed envelope addressed to the “West Springfield Department of Public Works, 26 Central Street, West Springfield, MA 01089” and entitled “Ohio Avenue Sewer Main Repair, Town Bid No. 21-0020”. The sealed envelope shall also be endorsed with the name and business address of the Bidder. There is a special mailbox set up in the lobby of the Town Hall labeled “bids” for bidders who wish to physically drop off their bids. In addition, prospective bidders have the opportunity to submit their bids electronically via BidNetDirect. No bids will be accepted after the above stated date and time The Work under this contract includes approximately 670 linear feet of excavated sanitary sewer repair and approximately 3,800 linear feet of trenchless repair along Ohio Avenue from Westfield Street (Route 20) to Butternut Hollow Road, including work that traverses and extends along both Falmouth Road and Butternut Hollow Road. Work includes reestablishing and reconnecting sewer service connections, and all necessary and incidental appurtenances required to complete the work. Commonwealth of Massachusetts COVID-19 guidelines and procedures for all construction sites and workers apply to this project. Proposers shall submit One (1) original and One (1) copy of the bid. Contract payment will be by the unit price method and the lump sum price method as indicated on the Bid Proposal. No Bidder may withdraw his/her Bid for a period of thirty (30) calendar days after the actual date of the opening of the Bids. The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. Each bid shall also be accompanied by a bid security in the form of a certified, treasurer’s or cashier’s check, or bid bond issued by a responsible bank or trust company and made payable to the Town of West Springfield in the amount of 5 percent of the value of the Bid. Cash will not be accepted. Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27G, as amended apply to this project, as contained in Appendix A of the Contract Documents. It is the responsibility of the contractor, before bid opening, to request, if necessary, any additional information on the Minimum Wage Rates for those trade people who may be employed for the proposed work under this contract. The successful Bidder must furnish 100 percent (100%) Construction Performance Bond and 100 percent (100%) Construction Payment Bond from a surety company satisfactory to the Town. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be the best interest of the Town
