INVITATION TO BID LEGAL NOTICE Sealed proposals for the Jessup Borough Ward Street Stormwater Improvements, Lackawanna County, Pennsylvania, will be received by the Jessup Borough Council until 4:00 p.m. on Monday, May 3, 2021 at the Borough Business Office in the Jessup Borough Building, 395 Lane Street, Jessup, PA 18434. All properly submitted proposals will be publicly opened and read at the scheduled Jessup Council Meeting at 7:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to the placement of approximately 2,800 lf of new storm pipe ranging from 12″ to 36″, along with 2 storm manholes, 34 inlets, trench restoration for new piping and 2″ mill and overlay of Borough road within project limits. Project drawings and specifications may be obtained for a non-refundable fee of $75.00 per set. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Jessup Borough. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. A Mandatory Pre-bid Conference will be held at the Jessup Borough Municipal Offices, 395 Lane Street, Jessup, PA 18434 on Wednesday, April 21, 2021 at 10:00 a.m. for the purpose of reviewing the project.
