INVITATION TO BID LEGAL NOTICE Sealed proposals for the Archbald Borough Veterans Monument Park Memorial Phase II, Archbald Borough, Lackawanna County, Pennsylvania, will be received by the Archbald Borough Council until 4:00 p.m. on Wednesday, May 19, 2021 at the Borough Business Office in the Archbald Borough Municipal Building, 400 Church Street, Archbald, PA 18403. All properly submitted proposals will be publicly opened and read at the regularly scheduled Archbald Borough Council Meeting at 7:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to producing custom cut and finished granite components and complete installation of the granite components. Project drawings and specifications may be obtained from: Archbald Borough 400 Church Street Archbald, PA 18403 Phone: 570-876-1800 Fax: 570-876-5518 Bidders’ proposals must be accompanied by a certified check, certified bank treasurer’s check, bank cashier’s check or bid bond in the form provided in the Contract Documents. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Archbald Borough. Furnish and pay for bonds covering faithful performance of the Contract and payment of all obligations arising thereunder. Furnish bonds in the amount of 100% of bid sum and in such form as the Owner may prescribe and with surety company acceptable to the Owner. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963, the Public Works Contractors Bond Law of 1967 of December 20, 1967, the Minimum Wage Act of 1968 of January 17, 1968, the Public Contract Bid Withdrawal Law of January 23, 1974, the Steel Products Procurement Act of March 3, 1978, the Contractor and Subcontractor Payment Act of February 17, 1994 and the 62 Pa.C.S. Pt. II (relating to general procurement provisions). All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to eject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. Bid opening will be public; Contractors will be allowed to have one representative attend the bid opening. Masks will be required and social distancing rules will be enforced. A Pre-bid Conference will be held at the Archbald Borough Municipal Building, 400 Church Street, Archbald, PA 18403 on Tuesday, May 11, 2021 at 10:00 a.m. for the purpose of reviewing the project.
