INVITATION TO BID Sealed Bids for the construction of the “Candlewood Knolls Water Authority Tank Replacement Project” will be received by the Candlewood Knolls Water Authority (CKWA) at the Candlewood Knolls Office, 21 North Beach Drive, New Fairfield CT 06812 until 2:00 p.m. local time on Monday, November 30, 2020, at which time the Bids will be opened and read. Sealed Bids must have outer envelope marked as “Candlewood Knolls Water Authority Tank Replacement Project.” The work for this project consists of the replacement of the 2 existing 20,000 gallon steel potable water storage tanks serving the CKWA, a private small water system owned by and serving the Candlewood Knolls Community, Inc. in New Fairfield CT, and all related work as described in the bid package. Bids shall be on a firm fixed price basis to supply the replacement tanks and install them in accordance with th e plans, as approved by the State of CT, Department of Public Health Drinking Water Section. The Invitation to Bid documents may be obtained by email upon request at office@candlewoodknolls.com Prospective Bidders will be added to the “Plan Holders” or Prospective Bidders List upon requesting the Invitation to Bid documents. A bid deposit shall be furnished in accordance with the instructions to bidders. Any contract or contracts awarded under this invitation for bids is expected to be funded in part by a loan from the Connecticut Drinking Water State Revolving Fund. Neither the State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to the requirements contained in subsections (h), (j) and (o) of Section 22a-482-4 of the RCSA. All Bidders shall furnish with the Bid a bid deposit in the form of a bid bond, cash, or certified check issued by a responsible bank or trust company in the amount of 5% of the total amount of the Bid and made payable to the Candlewood Knolls Water Authority. The awarded contractor will be required to secure a Performance Bond and a Labor and Materials Bond, each in the amount of 100% of the contract award, provided by a surety licensed to business in the State of Connecticut. The requirements for prevailing wage rates as outlined in Connecticut General Statutes 31-53 are to apply to this project. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. This contract will be subject to meeting subcontracting Minority and Women’s Business Enterprise (MBE/WBE) goal conditions as described in the Invitation to Bid document. This project is subject to the American Iron and Steel (AIS) requirement of Section 436 of Public Law (P.L.) 113-76, Consolidated Appropriations Act, 2014, which requires that all of the iron and steel products used in the project are produced in the United States. The Invitation to Bid documents contain further information on applicable iron and steel products and compliance. All potential bidders are encouraged to contact the CKWA to arrange for a site visit at least 10 days before the bid proposals are due.
