INVITATION TO BID This invitation is extended by the Scranton Housing Authority (SHA) for the described project. Sealed bids, in duplicate, are invited for Roof Replacement work. Description of Work: The work of this project includes, but is not limited to installing a new EPDM roof over an existing asphalt roof (approximately 5,350 SF) and replacement of existing porch asphalt roof roof (approximately 1,840 SF) with a new EPDM membrane system at the Housing Authority’s Apartment complex located at 1400 Monsey Ave., Scranton, PA. Receipt of Bids: Sealed bids will be received for a single Construction Contract until 10:00 AM on Tuesday, May 25, 2021, at the Offices of the Scranton Housing Authority, 400 Adams Ave., Scranton, PA 18510. Bids will be publicly opened and read aloud at that time. Construction Documents may be obtained at Steamtown Blueprint (570) 961-1315. A complete set of documents, electronic or CD copies, must be obtained by each bidder at the nonrefundable cost of reproduction, plus shipping if requested. Checks shall be made payable to Steamtown Blueprint. Construction Documents will be available beginning Wednesday, April 29, 2021 and documents may be reviewed at Steamtown Blueprint, 308 Penn Avenue, Scranton, PA 18503 during normal business hours. Prime Contractors purchasing bid documents must register to ensure that they will receive information issued during the bid period. Pre-Bid Conference: A Non-mandatory Pre-Bid Conference will be held outdoors at the project site at 1:00 PM on Tuesday, May 11, 2021. Bid Security: A certified check or bank draft, US Government Bonds or a satisfactory Bid Bond in an amount not less than 5 percent (5%) of the amount of the bid and drafted in favor of the Scranton Housing Authority shall be submitted with each bid. Performance Bonds: The successful bidder will be required to furnish and pay for Performance and Labor and Material Bonds which are acceptable to the Authority. Wage Requirement; Equal Employment Opportunity: Attention is called to the wage and equal employment opportunity requirements of this project, as contained in the Bid Documents. Authority Rights: The Scranton Housing Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. Proposal Term: No bid shall be withdrawn for a period of sixty (60) calendar days after time of opening without the consent of the Authority. Contract Time: Forty-five (45) calendar days has been established as the construction period. The Work shall begin Immediately after execution of Agreement with the Scranton Housing Authority. Attention is directed to the liquidated damages clause in the General Conditions section of the specifications. Permits: The successful Bidder shall be required to obtain and pay costs of all applicable licenses, permits and fees and shall submit copies to the Authority.
