Storm Water Management System Improvements, Phase 2

Porter County, Indiana

Notice is hereby given that, on behalf of the Porter Co. Storm Water Management Board, the Porter Co. Department of Development & Storm Water Management is seeking sealed bids for the project designated as Windy Oaks Subdivision – Storm Water Management System Improvements, Phase 2. The project is located between CR 600 W and CR 675 W on the north side of CR 250 S in the Windy Oaks Subdivision. The subdivision is located in Section 14, Township 34 North, Range 7 West, in Porter Township, Porter County, Indiana.

The project consists of the improvement to the detention basin outlet and overflow route, reconstruction of the culvert carrying the outlet and overflow route under CR 250 S, and enhancements to the detention basin. The overall purpose of the project is to enhance the drainage and storm water management services provided to the surrounding property owners by improving the area’s storm water infrastructure.

The project includes installation of storm sewer, via open trench construction, including stripping topsoil, excavation, bedding, laying storm sewer, placing initial backfill, haunching, placing final backfill, replacing topsoil, shaping, trimming, and finishing, and cleaning, inspecting, and testing; installation of storm sewer structures, including stripping topsoil, excavation, bedding, setting precast reinforced concrete drainage structures, placing adjusting rings and castings, backfilling, replacing topsoil, shaping, trimming, and finishing, and cleaning. It will also include enhancements to the existing detention basin serving the Windy Oaks subdivision, including stripping topsoil, excavation and/or fill, replacing topsoil, and shaping, trimming, and finishing.

The project will also include road cut and repair work as needed to construct the new infrastructure, including across CR 250 S and driveways within the Windy Oaks Subdivision. It will also include the installation maintenance of a construction entrance and construction access route and the restoration of storm sewer trenches, the detention basin, and other areas disturbed during the performance of the work. Excess excavated material generated during the performance of the work shall be disposed of off-site. The work includes the carrying out of all duties and obligations and the furnishing of all labor, material, tools, equipment, and other incidentals necessary or convenient to the successful completion of the project.

Department of Development & Storm Water Management, 155 Indiana Ave., Ste. 311, Valparaiso, Indiana 46383, and, upon request, each prospective bidder may obtain one complete set of the bidding documents from the issuing office.

A pre-bid meeting will be held at 10:00 a.m. local time on Thursday, May 27, 2021, at the Porter Co. Department of Development & Storm Water Management, 155 Indiana Ave., Ste. 311, Valparaiso, Indiana 46383. In accordance with the Department’s COVID-19 Safety & Action Plan, the pre-bid meeting will also be conducted live via videoconference. All prospective bidders are encouraged to attend and participate in the meeting, either in person or via videoconference.

The Porter Co. Department of Development & Storm Water Management will receive bids for the project until 10:00 a.m. local time on Thursday, June 3, 2021, at the issuing office, the Porter Co. Department of Development & Storm Water Management, 155 Indiana Ave., Ste. 311, Valparaiso, Indiana 46383. Bids will be opened and read aloud on Thursday, June 3, 2021, at a public opening of bids, to be held at 10:00 a.m. local time, or as soon as possible thereafter, at the Porter Co. Department of Development & Storm Water Management, 155 Indiana Ave., Ste. 311, Valparaiso, Indiana 46383. In accordance with the Department’s COVID-19 Safety & Action Plan, the public bid opening will also be conducted live via videoconference. All bidders, as well as members of the public, are welcome to attend the opening of bids, either in person or via videoconference.
