INVITATION TO BIDDERS Sealed Proposals, in duplicate, will be received by the Borough of Oxford, OWNER, Chester County, Pennsylvania at the Borough Hall, 1 Octoraro Alley, Oxford, PA 19363 until 9:00 AM prevailing time, Wednesday, May 12, 2021, when bids will be publicly opened and read aloud for the 2021 Water Main Replacement Project. The work consists of the installation of approximately 2,200’ of 6â€? DIP to replace existing water mains, mostly in Borough streets. Replacing existing services and hydrants, and providing trench repaving is included. Contract Documents can be obtained in USB flash drive format by mailing a check, payable to Spotts, Stevens and McCoy in the non-refundable amount of $35.00, to Spotts, Stevens and McCoy, 1047 N. Park Road, Reading, PA 19610-0307. The flash drive will be sent via next-business-day delivery upon receipt of the check. A voluntary pre-bid meeting will be held on Thursday, April 29, 2021 at 9:00 AM at the intersection of Hodgson Street and South Fifth Street in the Borough. Attendance is not mandatory. The project is subject to the requirements of the Pennsylvania Prevailing Wage Act. Funding for a portion of the project is being provided by the PA DCED; and work shall be performed in accordance with all grant guidelines, including its nondiscrimination and prevailing wage requirements. Attention is called to the fact that no less than the minimum salaries and wages as set forth in the contract documents must be paid, and that employees shall not be discriminated against because of their race, color, religion, sex, or national origin. The successful bidder shall substantially complete the project within one hundred twenty (120) calendar days of the date specified in the Notice to Proceed. Each Bid shall be accompanied by a Bid Security in the amount of ten percent (10%) of the total amount of the Bid. Proposals shall be effective for sixty (60) calendar days from the date of opening. The Borough of Oxford reserves the right to accept or reject any or all Proposals or portions thereof.
