REQUEST FOR PROPOSALS

The Nassau County Department of Public Works has issued a Request for Proposals (RFP) for professional services in connection with the following:
Governor’s Office of Storm Recovery: Construction
Management For PARK ST./BEECH ST. COMPLETE STREETS AND DRAINAGE IMPROVEMENTS
Nassau County, under the auspices of its Department of Public Works (NCDPW), in coordination with the Governor’s Office of Storm Recovery, desires to procure construction management services for the supervision of drainage improvement and other road improvement construction. This project is funded by and conceived through the NY Rising Community
Reconstruction Program of the Governor’s Office of Storm Recovery.
Proposal submissions regarding this project are due on or before 4:00 p.m. on June 8th, 2021 at the location specified within the RFP. No late proposals will be accepted.
Please note that this is not the Request for Proposals. An actual copy of the RFP may be obtained on the Nassau County website (https://eproc.nassaucountyny.gov/MainBidBoard). An actual copy of the RFP can also be viewed free of charge, at the Nassau County Office of Minority Affairs (OMA), 1 West Street, 1st Floor, Mineola, NY 11501. Call OMA at 516-572-2240 and ask for Mr. Lionel Chitty, Deputy Director.
Proposals should only be submitted after careful examination of the complete RFP and its requirements. The selected firm will be required to provide proof of general and professional liability insurance in the minimum amounts of 2,000,000 and 1,000,000 per occurrence, respectively (refer to RFP for specific insurance requirements).
The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts,” and 2-2016, “Participation of Service-Disabled Veterans in County Contracts.” All Proposers should review the provisions of Appendix 1I (included as an attachment to the RFP) which outlines the requirements of Local Law No. 14-2002. Technical proposals shall include information regarding the Proposers plan to comply with Local Law No. 14-2002.
This project is made possible by a grant from the Housing Trust Fund Corporation (HTFC) (operating through the Governor’s Office of Storm Recovery (GOSR)), which is funded through Community Development Block Grant Disaster Recovery (CDBG-DR from the U.S. Department of Housing and Urban Development (HUD)). Accordingly, the attention of Proposers is called particularly to the requirements for conditions of employment to be observed under the Contract. This includes but is not limited to, Housing and Urban Development (HUD) Section 3, Executive Order 11246 Equal Employment Opportunity, Minority and Women Business Enterprises (M/WBE), Affirmative Action, and all applicable laws and regulations of the Federal government and State of New York and bonding and insurance requirements.
M/WBE and Section 3 Businesses are encouraged to submit a bid proposal.
For the purposes of this procurement, the HFTC hereby establishes an overall goal of 30% for Minority and Women Business Enterprises (“M/WBE”) participation, 15% for Minority Business Enterprises (“MBE”) participation and 15% for Women Business Enterprises (“WBE”) participation. Furthermore, the contract goal for Section 3 participation are as follows, a good faith effort with a minimum of 3% participation.
Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. Vendors may register at https://www.nassaucountyny.gov/3153/e-Services by clicking on the “Vendor Portal Registration”. In addition, any vendor submitting an offer for this solicitation should submit the required vendor disclosures in the Vendor Portal as well.
All Proposers are requested to submit their proposed M/WBE Utilization Plan by completing the attached M/WBE Utilization Plan as part of their proposal.
