Parks Improvement Project

NOTICE TO BIDDERS, CONTRACTORS AND THE PUBLIC

Notice is hereby given that sealed bids for Founders Park Improvements will be received by the Town of St. John, Indiana, in the Office of the Clerk-Treasurer in the St. John Municipal Building, 10955 West 93rd Avenue, St. John, Indiana, until 3:00 PM (local time) on March 22, 2021. Any bids received later than the above time will be returned unopened. Bids shall be delivered in a sealed envelope and clearly marked:

RFP-Founders Park Improvement, Department of Parks and Recreation, Town of St. John, Indiana.

The Town Clerk Treasurer, or her designee, will open and read aloud all bids in public at 3:00 PM, local time, on March 22, 2021 at the above address.

Work includes construction and installation of parking lot, trails, other infrastructure work, playgrounds, landscaping and lighting. The work shall be performed in accordance with the Drawings and Specifications, copies of which may be obtained from the Office of the Clerk Treasurer, St. John Municipal Building, 10955 West 93rd Avenue, St. John, Indiana, 46373.

Proposals submitted shall include any and all work performed by the bid proposer and its subcontractors and shall include sufficient and proper sums for all General Construction, Site Work, Labor, Materials, Tools, Equipments, Installation, Taxes (both Federal and State), Permits, Fees, Licenses, Insurance, Service Costs, and so forth, required for and incidental to the construction and delivery of the proposed improvements.

Bid Proposal shall be accompanied by a Standard Bid Form No. 96, prescribed by the Indiana State Board of Accounts and by an acceptable certified, cashier’s check or bid bond, in an amount not less than five percent (5%) of the TOTAL bid, and made payable to the Town of St. John, Indiana.

This project is being funded in part with funds granted by the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), the U.S. Department of the Interior under the Land and Water Conservation Fund (LWCF), and local funds. Contractors and Sub-Contractors are required to pay not less than the Davis-Bacon prevailing wage rate established by the U.S. Department of Labor and included in the Project Specifications. Information explaining other prevailing wage laws, which apply to this work, is also included in the Project Specifications. Bidders must also note the “”Notice to Requirement for Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246), is contained in the Bid Documents. This notice sets forth, in part, goals and timetables for the employment of women and minorities in the project area. The goals and timetables for minority and female participation are 20.9% and 6.9% per year, respectively.

The Contractor to whom the work is awarded will be required to furnish a surety bond acceptable to the Town in an amount equal to one hundred percent (100%) of the contract price. Performance Bond shall be delivered to the Town within ten (10) days after the contract has been awarded and executed. Each bidder shall be prepared to promptly enter into a construction contract, furnish surety bond, and to commence the work in accordance with the provisions of the General Requirements, Plans and Specifications, after the award of the Construction Contract. Upon the completion of the construction and the final acceptance of the Work, the successful Bidder shall be required to furnish a maintenance bond, conditioned to guarantee the construction for a period of one (1) year.

BID DOCUMENTS: Project Specification Plan sets are available in electronic format and may also be viewed in the Office of the Clerk-Treasurer in the St. John Municipal Building, 10955 W. 93rd Ave, St. John, IN 46373 between the hours of 8:00am and 4:00pm (local time). Upon request, the Clerk-Treasurer will provide an electronic copy via email. The electronic file consists of the plans, Contract documents, specifications, plus the bid packet documents.

The Town of St. John reserves the right to reject any and all bids and to waive any informalities in the bidding process. No bidder may withdraw their proposal within a period of sixty (60) days following the date as established herein for receiving formal proposals. The Town reserves the right to hold any and all proposals for a period of not to exceed sixty (60) days; said proposals to remain in full force and effect during said period.

A Pre-Bid Conference will be held on-site, Thursday, March 18, 2021 at 10:00 AM at the project site, 9884 Parrish Avenue, St. John Indiana 46373. In the event of inclement weather, the pre-bid conference will be held at the St. John Parks and Recreation Department located at 9350 Hack St. Building 2, St. John, IN 46373. All interested contractors, manufacturers and suppliers are encouraged to attend.

It is anticipated that the contract will be awarded on or about March 24, 2021, with a signed and executed contract by or about March 26th, 2021.
