THE CITY OF STAMFORD INVITATION TO BID MILL RIVER GREENWAY PHASE II City of Stamford, Connecticut STATE PROJECT NO. 135-338 FED. AID PROJ. NO. PEDS(220) The City of Stamford is soliciting sealed competitive Bids for the MILL RIVER GREENWAY PHASE II project, FUNDED UNDER THE FEDERAL TRANSPORTATION ALTERNATIVES FUNDING PROGRAM. The sealed BIDS will be received online via the City’s Purchasing System, ProcureWare, at https://stamfordct.procureware.com. All sealed Bids will be publicly opened online on April 1, 2021 at 11:00 AM. Request for Bid No. S-6752, MILL RIVER GREENWAY PHASE II Project Description: The City of Stamford (City) has been awarded federal funding which provides funds to towns for the purpose of construction a multi-use bicycle and pedestrian trail along the western bank of the Mill River between Green Street and Scalzi Park crossing the Hart Elementary School and Cloonan Middle School properties and West North Street. The trail includes landscaping, decorative lighting, a pedestrian bridge, fencing and gates, signage and other multi-use trail related elements and appurtenances. Construction shall be in accordance with Connecticut Department of Transportation’s Form 818 (2020), all supplements thereto and special provisions provided herein. Form 818 Standard Specifications may be purchased at the ConnDOT Plans Sales Office, 160 Pascone Place, Newington, Connecticut or downloaded from the state’s website. https://portal.ct.gov/-/media/DOT/documents /dconstruction/specs_section/000_Form818_2020_Printable-(1).pdf All proposals must be on the form furnished with the Contract Documents. This contract is subject to utilization goals and requirements for participation of certified disadvantaged Business Enterprise (DBE). The City of Stamford hereby notifies all bidders that this contract has been assigned a 13% goal for DBE, as certified by ConnDOT. Full instructions and forms are included in the Bidding Documents. The minimum rates to be paid for labor of the various classifications shall be in accordance with Federal wage rates and CT State Labor wage rates. The Contract Wage Certification Form is to be submitted to the Labor Commissioner before the award of the contract. A non-mandatory pre-bid meeting will be held starting at Scalzi Park parking lot access via Bridge Street on March 4, 2021 at 10:00 A.M.
