Rohrman Park Improvement Project

Sealed bids for the Rorhman Park Improvement Project will be received by the Town of Schererville, Clerk-Treasurer, at the Town Hall, 10 E. Joliet Street, Schererville, Indiana, 46375, until 9:00 A.M., local prevailing time, on Tuesday December 7, 2021. The Bids will be opened and read aloud at the same time and date, at a public meeting. Any bids received later than the above time will be returned unopened.

DESCRIPTION OF WORK:

The project consists of the following: This project consists of labor and materials for the demolition and construction of playground equipment, poured in place surface, concrete curb and sidewalk, ADA parking spot construction, site grading and restoration.

BID DOCUMENTS: Plans, Specifications and Plan Documents may be obtained beginning on Monday November 8th, 2021, ONLY in the office of the Clerk-Treasurer of the Town of Schererville, Indiana, upon payment of $50.00 per set. This remittance is non-refundable.

Documents may be reviewed at the offices of NIES Engineering, Inc., 2421 173rd Street, Hammond, Indiana, 46323, by Appointment ONLY.

Bids shall be properly and completely executed on bid forms contained in the Contract Documents obtainable from the Clerk-Treasurer’s Office as stated above.

No bidder may withdraw his proposal within a period of 60 days following the date set for receiving bids. The Town of Schererville reserves the right to retain any and all bids for a period of not more than 60 days, and said bids shall remain in full force and effect during said time. The Town further reserves the right to waive informalities, and to award the contract to the lowest and most responsive Bidder, all to the advantage of the Town of Schererville, or to reject all bids.

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check made payable to the Town of Schererville or an acceptable bid bond in an amount equal to 5 percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.

BONDS: A performance bond and payment bond each in the amount of 100 percent of the contract price will be required.

INDIANA REQUIREMENT: Standard Questionnaire Form 96 (revised 1987) which includes non-collusion affidavit.

FEDERAL REQUIREMENTS: The Bidders attention is called to the fact that a “”Notice of Requirement for Affirmative Action to Ensure Employment Opportunity (Executive Order 11246)”” is contained in the Bid Documents.

Contractors and Subcontractors are required to pay not less than the current edition of the Davis-Bacon prevailing wage rate established by the U. S. Department of Labor and included in the Project Specifications. The current edition can be found at: www.wdol.gov (beta.SAM.gov). Information explaining other prevailing wage laws, which apply to this work, are also included in the Project Specifications.

Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin.

The Rorhman Park Improvement Project is being funded in part by the Department of Housing and Urban Development through the Lake County Community Development Department. Total available funds for FY 2021 from the Community Development Block Grant Program to the Town of Schererville will be paid to the Contractor

through the Lake County Community Development Department. The remaining portion of the project shall be funded with local funds.

A non-mandatory Pre-bid Conference will be held at the Schererville Town Hall, 10 E. Joliet Street, Schererville, Indiana, 46375, on Friday November 19, 2021 at 9:00 A.M. (local time) for all bidders.
