ADVERTISEMENT FOR BIDS BOROUGH OF FRACKVILLE 2021 ROAD PROGRAM Sealed Bids for the 2021 Road Program Project will be received by the Borough of Frackville 4:00 p.m. local time on July 14, 2021. The bids will be publicly opened at 5:30 pm on July 14, 2021. All project documents are available at no cost from the Borough of Frackville, 42 South Center Street, Frackville, PA 17931 or contacting 570-874-3860. The 2021 Road Program Project generally consists of taper and mill for curb reveal and overlay 1.5 on various streets within the Borough. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders are required to review project with the Borough at the pre-bid conference being held at the Borough office at 9:00 am, July 6, 2021. Bidders are required to be PennDOT prequalified in code “F” and provide proof of prequalification with sealed bid submittal. The contractor will provide the municipality with a performance bond, conditioned upon the faithful performance of the contract in accordance with the plans, specifications and conditions thereof, and a payment bond, conditioned on the prompt payment of all material furnished and labor supplied or performed in the prosecution of the work, in accordance with the Public Works Contractors’ Bond Law of 1967; and an affidavit accepting the provisions of the Workmen’s Compensation Act of 1915, as amended. The Borough reserves the right to award any combination of streets or scope of work presented in Bid. The contract award may be any combination of streets. Liquidated damages apply at a rate of $885.00 per calendar day. PA Prevailing Wages Apply to Liquid Fuels funded Road Construction Contracts where the estimated cost of the work is more than One Hundred ($100,000.00) Thousand Dollars. It is the intent of the Municipality’s Award of this Contract to not exceed this $100,000.00 threshold. If after the award of this contract the Contractors final construction cost exceeds $100,000.00 the Municipality will apply for PA Prevailing Wage Rates and the Contractor will be responsible for paying those wage rates. Attention is called to the fact that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. The Borough of Frackville hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw their bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
