ADVERTISEMENT NOTICE TO BIDDERS FOR THE CONSTRUCTION OF AVIATION FUEL FARM OVERFILL AND FUEL PUMP REPLACEMENT PROJECT WILKES-BARRE/ SCRANTON INTERNATIONAL AIRPORT AVOCA, PENNSYLVANIA ACP 21-03 Sealed proposals for the construction of the Aviation Fuel Farm Overfill and Fuel Pump Replacement Contract will be received at the Airport Administrative Offices, Airport Terminal second floor, 100 Terminal Drive, Suite 1, Avoca, Pennsylvania 18641until 2:00pm, local time, March 14, 2023, and there, at said office, at said time, publicly opened and read aloud. The proposed project (base bid) generally includes the replacement of two existing aviation fuel pump and filtration skids with new upgraded 250-gallon per minute (GPM) flow rate units, incorporation of automatic refueler vehicle overfill shutdown systems into the two skids, adding a Veeder-Root remote alarm panel for local high-level alarm notification, replacement of four existing clock gauges, and associated electrical improvements. The scope also includes replacement of copper pressure relief tubing on the aviation gasoline (Avgas) with stainless steel tubing, and replacement of the emergency/fire valves on the outlet piping of the four existing aviation fuel above-grade storage tanks (ASTs). Site work includes fencing and gates replacements, and installation of bollards. Add Alternate No. 1 is to provide the two skids with stainless-steel enclosures. The Bidder will be responsible for printing of plans and specifications as deemed necessary in order to prepare their Bid. For a complete bid, the Contractor shall print and submit the cover page along with the Proposal Section. Copies of the above described Contract Documents may be examined at no expense at the Airport Administrative Offices. After award, the low bidder shall be prepared to hold bid prices for 120 calendar days. This Contract does not allow for price escalation in bid items. This contract has a DBE goal of 3.24%. A pre-bid meeting followed by a site visit will be held at 2:00pm on February 23, 2023 at the Wilkes- Barre Scranton International Airport conference room.
